While it’s not yet known how Quebec Skilled Worker Program candidates will be ranked under the new Expression of Interest system that could take effect as early as August 2, a variation on the program’s current points grid will continue to determine their eligibility for a Quebec Selection Certificate.

About the revised QSWP points grid

The points awarded for most factors on the grid remain the same as those awarded under the current Quebec Skilled Worker Program (QSWP) points grid, with a few key exceptions.

Whereas a Validated Employment Offer is currently worth a maximum of 10, it will increase to a maximum 14 points and points awarded will vary based on the region of Quebec where the job offer is located.

Also, variables under the “Stay and Family in Quebec” factor will be weighted differently, though the maximum points available under the factor remains 8.  

In order to be considered for a Quebec Selection Certificate, or CSQ, candidates will have to meet the required cut-off and passing scores under the Quebec QSWP points grid.

The first requirement is that candidates meet the initial cut-off score for education (2 points) and financial self-sufficiency (1 point).

Candidates who meet this requirement must then meet the cut-off score of 43 points for Employability factors. The Employability cut-off score for candidates with a spouse or common-law partner is 52.

Employability factors include education and training, work experience, age, language proficiency, time spent in Quebec and family in Quebec and a validated employment offer. A job offer is an added bonus but is not required in order to be eligible for the QSWP.

Finally, in order to be considered for a CSQ, candidates must meet the minimum threshold for Selection factors, which is a passing score of 50 points (59 with a spouse or common-law partner). Selection factors take into account all Employability factors with the addition of accompanying children and financial self-sufficiency.
