Ontario’s Provincial Nominee Program reaches 2025 nomination allocation

The Ontario Immigrant Nominee Program (OINP) has used its entire 2025 nomination allocation, according to a program update issued on December 17.

The OINP stated that it issued a total of 10,750 nominations to applicants across 2025.

What this means for applicants

Despite Ontario hitting its 2025 cap, the province will continue accepting new applications submitted to the OINP and assessing both

  • new applications submitted; and
  • applications already in the system.

These applications will be considered under Ontario’s 2026 nomination allocation.

Applicants are recommended to check for the most up-to-date information through the OINP’s e-Filing portal, where they can log-in to review updates on their file.

Those who have submitted applications may see delays in nominations as Ontario transitions to its 2026 nomination allotment.

It’s worth noting that a provincial nomination is not the same as an invitation to apply (ITA). Provinces typically issue more ITAs than the number of nominations available, to account for applications that are refused or withdrawn.

Changes in OINP over 2025

In the beginning of 2025, the federal government cut the nomination allocations for most provinces and territories by 50%.

In response, many provinces and territories—including Ontario—had to get increasingly selective about the candidates chosen for nomination.

In June, the OINP confirmed that it was allotted just 10,750 nomination slots, a 50% reduction from the 2024 allocation of 21,500.

Ontario changed its intake process for its Employer Job Offer streams by launching an online Employer Portal and moving from an applicant-led to an employer-led process. It also introduced the OINP e-Filing system.

In December, the province released plans to overhaul its PNP. The proposal included consolidating its three Employer: Job Offer streams into a single stream and eliminating all other streams. It also included plans to launch brand new streams:

  • A priority healthcare stream.
  • An entrepreneur stream.
  • An exceptional talent stream.

Looking ahead, the federal government’s latest Immigration Levels Plan (announced in November 2025) set a target of 91,500 PNP admissions for 2026, a 66% increase over the previous target of 55,000—leading many to anticipate that provinces may receive higher nomination allocations next year.
