Manitoba issued a total of 46 Letters of Advice to Apply (LAAs) in Expression of Interest Draw (EOI) #266.
The MPNP invited candidates through both the province’s Skilled Worker Stream pathways:
To have received an invitation in this draw, candidates needed to have declared in their EOI profiles that they were invited by the province under a strategic recruitment initiative—or through the “Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates.”
The highest number of LAAs were issued to candidates who declared being invited under the “Employer Services” recruitment initiative — accounting for about 37% of LAAs.
Here’s how the LAAs were distributed, by strategic recruitment initiative:
| Strategic recruitment initiative | Number of LAAs issued |
|---|---|
| Employer Services | 17 |
| Francophone Community | 12 |
| Ethnocultural Communities | 9 |
| Regional Communities | 6 |
| Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP)* | 2 |
*The TPP was a special measure policy that IRCC enacted, wherein candidates of participating PNPs were able to nominate foreign nationals to receive an open work permit to extend their worker status and remain in Canada—Manitoba’s involvement with the policy formally ended in December of 2025.
Of the 46 LAAs issued, five were issued to candidates who declared a valid Express Entry profile and job seeker validation code.
To compare, the previous draw on February 26 (EOI Draw #266) saw 72 candidates invited through its Skilled Worker Stream, meaning Manitoba invited 36% fewer candidates in this round. With this draw, the total number of LAAs issued in 2026 so far has reached 249.
Throughout 2026 thus far, the MPNP has prioritized draws through its Skilled Worker stream, especially for candidates invited through a strategic recruitment initiative.
More information on the MPNP and the Skilled Worker stream can be found on our dedicated webpage.
I met the selection criteria for this draw — why didn’t I receive an LAA?
If you believe your EOI met the selection requirements, but you didn’t receive an LAA, the MPNP explains it may be because:
- You indicated that you took an approved third-party English/French test, but did not provide a valid test number in your EOI, or the test results were expired; or
- You stated that you received an invitation to the MPNP under a strategic recruitment initiative, but the invitation number entered was not valid.
For each question in the EOI, help text is available with details on what you should enter.
If one of these scenarios applies to you, you may wish to update your EOI with the correct information to be considered in the next draw.
