On April 30, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) held immigration selections across all four streams of its Skilled Worker Selection Program (PSTQ).
In its fourth draw under the program this year, the province issued 2,555 total invitations to foreign workers across the Highly qualified and specialized skills, Intermediate and manual skills, Regulated professions, and Exceptional talent streams.

Stream 1: Highly qualified and specialized skills
A total of 983 invitations were issued across three exercises under Stream 1 of the PSTQ to workers with occupations in TEER 0, 1, or 2, currently living in Quebec with at least 12 months’ work experience:

Certain criteria varied across each exercise:
Exercise 1
Under Exercise 1, candidates required:
- A Quebec diploma of at least 900 hours of total length or 30 credits annually; and
- A score of at least 716.
Exercise 2
Under Exercise 2, candidates required:
- Their main occupation to be on the list of priority occupations specified for this draw; and
- A minimum score of 571.
Exercise 3
Under Exercise 3 candidates required:
- A minimum score of 704.
TEER categories are part of Canada’s National Occupational Classification (NOC) system and order occupations by how much training, education, and experience are required. TEER 0 (managerial) occupations require the most, while TEER 5 (low-skilled) occupations require the least.

Stream 2: Intermediate and manual skills
A total of 506 invitations were issued across three exercises under Stream 2, to candidates working in non-regulated TEER 3–5 jobs with at least 12 months of Quebec work experience:

- A score of at least 660.

- Their main occupation to be on the list of priority occupations specified for this draw; and
- A minimum score of 494.

Under Exercise 3 candidates required:
- A minimum score of 660.

Stream 3: Regulated professions
This stream was the largest of the day. A total of 1,058 invitations were issued across six exercises under Stream 3, to candidates working in regulated professions and currently residing in Quebec:

Criteria varied across each exercise:
Exercise 1
Under Exercise 1 candidates required:
- A Quebec diploma of at least 900 hours (vocational/college) or 30 credits (university); and
- A score of at least 632.
Exercise 2
Under Exercise 2, candidates required:
- Their main occupation to be on the list of priority TEER 0-2 occupations specified for this draw; and
- A minimum score of 495.
Exercise 3
Under Exercise 3, candidates required:
- A main occupation as a physician (NOC 31100, 31101, or 31102); and
- Authorization to practice as a physician by the relevant Quebec regulatory authority. No minimum score was applied.
Exercise 4
Under Exercise 4 candidates required:
- Their main occupation to be on the list of priority TEER 3-5 occupations specified for this draw;
- Oral French proficiency at level 5 or higher; and
- A minimum score of 382.
Exercise 5
Under Exercise 5 candidates required:
- Their main occupation to be in a regulated TEER 0-2 occupation; and
- A minimum score of 625.
Exercise 6
Under Exercise 6 candidates required:
- Their main occupation is in a regulated TEER 3-5 occupation;
- Oral French proficiency at level 5 or higher; and
- A minimum score of 728.

Stream 4: Exceptional talent
A total of 8 invitations were issued under Stream 4 — quadruple the previous draw’s two invitations.

Selection criteria for the two exercises were as follows:
Exercise 1
Under Exercise 1, candidates required:
- A positive opinion letter issued by a partner of MIFI in one of the targeted areas listed on the department's website; and
- At least 36 months of experience in their primary occupation over the last five years.
Exercise 2
Under Exercise 2, candidates required:
- A document demonstrating an accomplishment indicated in MIFI's List of Exceptional Achievements;
- A level of education equivalent to a doctorate in Quebec (including undergraduate doctorates); and
- At least 36 months of work experience in their primary occupation over the last five years.
