Quebec announces sponsorship, settlement, application fee increases for 2020

Quebec will be increasing its financial support requirements and application fees for 2020 to reflect changes in the province’s average Consumer Price Index.

The required settlement funds and financial capacity amounts for sponsors in Quebec will increase on January 1. Application processing fees will also go up on the same day.

The change in consumer prices in Quebec was of 1.72 per cent this year. This figure excludes alcohol, tobacco, and cannabis.

The new rate will affect the following scales:

  • The financial capacity of Quebec residents wishing to undertake family reunification within the group sponsorship program;
  • The financial requirements for foreign nationals wishing to study in Quebec and their accompanying family members;
  • The financial resources needed to assess the financial self-sufficiency of Quebec Skilled Worker Program candidates, self-employed workers, entrepreneurs in Streams One and Two, and the Quebec Experience Program.

New sponsorship income requirements

In order to sponsor a family member for permanent residence in Quebec, individuals must demonstrate they have reached a specified gross income over one year.

The income requirement varies depending of the number of family members who are in the sponsor's household, and the number of people being sponsored.

The following chart shows the required annual income of the sponsor based on the number of people in the family unit.

In addition to this required basic annual income, sponsors will also need income to satisfy the needs of the people they are bringing into Quebec.

Principal applicants should add the figures below that match their situation to the relevant figure in the chart above. The sum will determine how much income they need annually in order to qualify for sponsorship.

The gross annual income required increases by $2,313 for each additional person under 18 years of age and by $8,285 for each additional person 18 years of age or over.

Settlement funds

The Quebec government requires that sponsors have a certain amount of funds available for three months following the arrival of the sponsored family members. The following table includes the new amounts that will come into effect on January 1.

Application processing fees

In order for applications to be processed, fees must be paid in full with Canadian currency.

In order to apply for a permanent selection from Quebec, the principal applicant will have to pay $812 in processing fees. They must also pay $174 for each additional family member included in the application.
