Prince Edward Island holds its fourth PNP draw of the year

Last week, the Prince Edward Island Provincial Nominee Program (PEI PNP) issued Invitations to Apply (ITAs) in its fourth draw of the year.

The province targeted candidates already living and working within PEI in priority occupations and sectors, as well as international student graduates from select universities and colleges.

On April 17, 2025, the PEI PNP extended a total of 168 invitations to PEI-based individuals currently employed in a high-demand sector through two pathways: Labour Impact and PEI Express Entry.

Candidates that have been living and working in PEI for at least one year already were given priority.

Of these candidates, international student graduates from the educational institutions listed below received further prioritization:

  • University of Prince Edward Island (UPEI);
  • Holland College; and
  • Collège de l’Île.

At the time of this writing, PEI’s Office of Immigration is focusing on the workers employed in the following high-demand sectors:

  • Healthcare;
  • Trades; and
  • Manufacturing.

Eligibility requirements for PEI's Labour Impact Category

PEI’s Labour Impact Category is for candidates that will provide economic benefit to the province, and contains three streams:

  • Skilled Worker Stream;
  • Critical Worker Stream; and
  • International Graduate Stream.

To be eligible for the Labour Impact Category, candidates must

  • Be eligible for at least one of the streams under the Labour Impact Category;
  • Be between the ages of 21 to 59;
  • Have a full-time, permanent job offer (or minimum two-year contract) from an eligible PEI employer;
  • Demonstrate sufficient settlement funds; and
  • Meet a Canadian Language Benchmark (CLB) of 4.

Beyond meeting or exceeding these necessities, each stream within the Labour Impact Category has its own specific eligibility requirements.

Eligibility requirements for PEI’s Express Entry stream

To be drawn through PEI’s Express Entry stream, you must have a valid Express Entry profile on Immigration, Refugees and Citizenship Canada's (IRCC) website.

A valid Express Entry profile means that your profile is up to date, and you are eligible for at least one of the following federal economic immigration programs:

The PEI PNP imposes additional requirements for those who hold their work status from a Post-Graduation Work Permit (PGWP) issued as a result of studies outside PEI, and for those who hold  a spousal open work permit as a result of a spouse's study permit for a non-PEI institution. If you fall into one of these situations, you must

  • Have at least nine months of continuous work experience with the PEI employer that is supporting you for immigration; and
  • Have at least four months of validity on your work permit at the time you submit an Expression of Interest (EOI).

Provided you meet these requirements, you, or a representative acting on your behalf, may create a profile in the PEI EOI system for you to be considered for this stream.

Note: Profiles in PEI's EOI system only remain valid for up to six months, and candidates may only have one active profile at a time.

To date, PEI has issued 401 ITAs through its PNP in 2025, thus far selecting candidates strictly from its Labour Market Category and PEI Express Entry stream.
