The city of Steinbach has announced its list of priority sectors and occupations eligible for the new Rural Community Immigration Pilot (RCIP).
Steinbach is the third-largest city in Manitoba. The designated area includes communities in the rural municipality of Ste. Anne, the rural municipality of Piney, the rural municipality of La Broquerie, and the urban district of Landmark and Vita.

The RCIP is an employer-driven pathway to permanent residence (PR), which means that foreign nationals need a job offer from a designated employer in the community to qualify (along with meeting the pilot’s other requirements).
Priority Sectors
Every participating community has been allowed to nominate five priority sectors for the RCIP.
Steinbach has chosen the following:
- Health.
- Education, Law and Social, Community and Government Services.
- Sales and Service.
- Trades and Transport.
- Manufacturing and Utilities.

What is the significance of priority sectors and occupations for the RCIP?
Only employers who do business in at least one priority sector will be eligible to become a designated employer and participate in the Steinbach Economic Development (SED) RCIP.
Similarly, the NOC code associated with the job offer must be approved under the Steinbach RCIP for the foreign national to be eligible.
Steinbach has not revealed how many nomination allocations it has received. However, the SED has said that it will issue up to five recommendations per intake period on a first-come, first-served basis.
The intake period will open on the first of every month, and close on the 15th of the month or when seven applications have been received (whichever comes first).
The SED has also put a restriction on the number NOC codes that will be approved: a maximum of 1 recommendation per NOC code each month, with a maximum of 2 recommendations per calendar year per NOC code.*
*The following NOC codes are excluded from the above criteria: 31102, 31301, 32101, and 33102.
**The Food Service Supervisors NOC code will exclude fast food restaurants for this pathway.
Beyond this, foreign nationals have to meet other criteria regarding work experience, language proficiency, educational qualifications, and settlement funds.
Foreign nationals who meet all the criteria – and have a job offer and a certificate of recommendation from the SED – can directly apply for PR with the federal government.
