Moose Jaw RCIP facilitates PR for workers in these priority sectors and occupations

Moose Jaw has published its priority sectors and occupations for the Rural Community Immigration Pilot (RCIP), outlining who will be considered for permanent residence (PR) in 2026.

This year, Moose Jaw—situated in south-central Saskatchewan about 77 kilometres of Regina—has added one new sector and seven new occupations to its priority list, reflecting an evolving regional labour market.

A job offer in an eligible sector/occupation from a designated employer located within Moose Jaw’s RCIP-eligible boundary is required to be considered under this PR pathway.

This article covers Moose Jaw’s priority sectors and occupations under the RCIP for 2026 and how they differ compared to 2025.

Moose Jaw’s 2026 priority sectors

Saskatchewan’s fourth-largest city is prioritizing a total of six sectors this year, compared to just five the year prior:

  • Business, finance, and administration;
  • Sales and service;
  • Trades, transport, and equipment operators;
  • Manufacturing and utilities;
  • Education, law and social, community, and government services; and
  • Health.

The health sector marks a new addition for the city, following a trend seen in other communities participating in the RCIP, such as Peace Liard (British Columbia) and Altona/Rhineland (Manitoba).

Moose Jaw’s 2026 priority occupations

Workers with job offers in the following 25 occupations (and associated NOCs) will be given priority status by Moose Jaw under the RCIP in 2026.

An occupation displayed in bold indicates a new addition for the year, of which there are seven total.

To qualify, Moose Jaw notes that one’s job offer has to be in a priority sector and priority occupation; if an individual is working in a qualifying NOC but that employer does not work in a priority sector, then they are ineligible.

The Moose Jaw RCIP states it is within its right to alter its priority occupations list over the course of the year (a maximum of one time).

A job offer in one of the priority occupations listed above will only be considered valid if the hourly wage meets or exceeds the minimum wage set by Canada Job Bank for that specific NOC.

The Moose Jaw RCIP notes the following restrictions:

  • Boundary-eligible food service establishments, financial institutions, and transport companies with fewer than 10 full-time employees may receive no more than one community recommendation in a calendar year, regardless of NOC code. 
  • Convenience stores, IT/web development, and gas stations (excluding truck stops) may not participate in the RCIP. 
  • An employer may submit a maximum of one TEER 5 application per intake period. 
  • Across all employers, recommendations for cooks (NOC 63200) and retail sales supervisors may account for no more than 5% of total recommendations for 2026.  

Moose Jaw’s list of designated employers can be found here, though it is worth noting that not all employers are hiring at this time.

Here are the seven occupations (primarily within the trades/transport and sales/service sectors) Moose Jaw is no longer prioritizing in 2026, as they were replaced by the bolded occupations in the above table: 

  • Carpenters (72310) 
  • Construction trades helpers and labourers (75110) 
  • Food counter attendants, kitchen helpers and related support occupations (65201) 
  • Food service supervisors (62020) 
  • Heavy-duty equipment mechanics (72401) 
  • Retail salespersons and visual merchandisers (64100) 
  • Supervisors, food and beverage processing (92012)

About the Moose Jaw RCIP

As this is an employer-driven pathway, foreign nationals must have a job offer (priority sector- and occupation-eligible) from an employer that’s been designated by the Moose Jaw community.

After an individual is hired, the employer must send the community a recommendation for review.

Recommendation applications (submitted by the employer) will be finalized within six weeks of submission if the application is complete and submitted on time during a valid intake period.

Intake periods for 2026 are structured as follows, each opening at 8 a.m. Central Standard Time (CST) on the start date and closing at 4 p.m. CST on the end date:

  • March 9 – March 13
  • April 13 – April 17
  • May 11 – May 15
  • June 15 – June 19
  • July 13 – July 17
  • August 10 – August 14
  • September 14 – September 18
  • October 12 – October 16
  • November 16 – November 20
  • December 7 – December 12

Moose Jaw will assess and process community recommendation applications on a PASS/FAIL basis, and issue no more than 12 recommendations per intake period on a first-come, first-served basis.

Successful applicants may then apply to Immigration, Refugees and Citizenship Canada (IRCC) for PR.

Note that in addition to a job offer, candidates must meet the following federal eligibility requirements:

Work experience: One year (1,560 hours) of related experience within the past three years, dependent on one’s job offer TEER.

  • TEER 0/1: Experience in TEER 0–3 occupations.
  • TEER 2: Experience in TEER 1–4 occupations.
  • TEER 3/4 occupations: Experience in TEER 2–4 occupations.
  • TEER 5: Experience in the same five-digit NOC code.

Language proficiency: Canadian Language Benchmark (CLB) is dependent on one’s job offer TEER.

  • TEER 0/1: CLB 6.
  • TEER 2/3: CLB 5.
  • TEER 4/5: CLB 4.

Educational credential: A Canadian credential or foreign equivalent (with an Educational Credential Assessment needed for foreign credentials).

Settlement funds: Demonstrate access to sufficient funds for community settlement—amount depends on family size; a single applicant needs to have $10,507).
