This week, Manitoba conducted another round of newcomer selections, issuing thousands of skilled workers and graduates invitations to apply for a provincial nomination through the Manitoba Provincial Nominee Program (MPNP).
Candidates were invited under the program’s International Education Stream, Skilled Worker in Manitoba pathway, and Skilled Worker Overseas pathway through targeted strategic recruitment initiatives.

MPNP draw results
On September 4, 2025, the MPNP held draw #253, issuing a total of 3,347 Letters of Advice to Apply (LAAs) to foreign nationals. Invitations were distributed as follows:

Candidates were invited for this draw under both the Skilled Worker in Manitoba and Skilled Worker Overseas streams, based on their inclusion in a strategic recruitment initiative conducted by the MPNP.

Skilled Worker in Manitoba – Citizens of Ukraine Selection
Another draw through the Skilled Worker in Manitoba stream also took place on September 4. Candidates were invited based on meeting the eligibility criteria of the stream, and declaring a principal applicant who is a citizen of Ukraine.
International Education Stream
Candidates were invited based on meeting the eligibility requirements of the International Education Stream.
Of the total 3,347 LAAs issued in this draw, 415 were issued to candidates with valid Express Entry profile numbers and job seeker validation codes.
Why some candidates may not receive an invitation
The MPNP notes that if a candidate meets or exceeds the draw’s cut-off score but does not receive an LAA, it may be due to issues such as:
- Declaring a valid third-party language test but not providing a test number in the Expression of Interest (EOI), or having test results that had expired at the time of the draw; or
- Declaring receipt of a direct invitation through a strategic recruitment initiative, but failing to provide a valid invitation number in the EOI.
What are strategic recruitment initiatives under the MPNP?
Strategic recruitment initiatives are employer or community-led processes that allow Manitoba to identify and invite candidates with critical skills that are in short supply in the province.
These initiatives support local employers in filling persistent labour gaps while offering foreign nationals a pathway to permanent residence (PR).
Employers must meet eligibility requirements for their open positions and complete Manitoba’s recruitment process before they can recommend international candidates. Candidates, in turn, must meet specific criteria—such as language proficiency, work experience, education, and age—alongside the conditions set by the stream under which they are invited.
The MPNP also assesses whether a candidate has strong ties to another Canadian province or territory. If ties elsewhere present a risk that the candidate may not remain in Manitoba, the MPNP may refuse the application. Each case is evaluated individually.
