Manitoba has issued 63 Letters of Advice to Apply (LAAs) through the Manitoba Provincial Nominee Program (MPNP) under the Skilled Worker Stream on December 18, 2025.

The invitations went to candidates in the Skilled Worker in Manitoba or Skilled Worker Overseas pathways who declared they were directly invited by the MPNP under a strategic recruitment initiative.

Draw results

The 63 invitations issued in this draw were distributed to candidates across strategic recruitment initiatives, with Francophone candidates and candidates currently working in Manitoba being prioritized:

Of the 63 candidates that received invitations, eight candidates declared having a valid Express Entry profile.

For more information on how to be invited under a strategic recruitment initiative, read our dedicated article on the topic.

If you submitted an Expression of Interest profile that meets the selection criteria above but did not receive a Letter of Advice to Apply, the MPNP advises it may be because:

  • You indicated that you took an approved third-party English/French language test to show your language ability, but you did not enter a valid test number in your EOI, or your language test is no longer valid; or
  • You indicated that you received an Invitation to Apply (ITA) to the MPNP under a strategic recruitment initiative, but you did not provide a valid invitation number.

Who Manitoba considered in this draw — and what the categories point to

What the initiative categories generally reflect:

  • Employer Services (10): Manitoba’s Employer Services strategic recruitment initiative is meant to help approved Manitoba employers retain workers by endorsing eligible candidates through the MPNP.
  • Francophone Community (27): Manitoba defines a “francophone candidate” (for MPNP purposes) as someone whose French proficiency is equal to or greater than their English, supported by an MPNP-approved language test.
  • Regional Communities (5): Regional immigration initiatives are designed to support labour market and demographic needs in communities outside Winnipeg, developed with local partners like employers, municipalities, and settlement organizations.
  • TPP (21): This category relates to the temporary public policy tied to work permit facilitation for certain prospective provincial nominees.
