Manitoba issues invitations for provincial immigration to workers in transportation, utilities, and manufacturing

On July 30, the Manitoba Provincial Nominee Program (MPNP) issued 766 Letters of Advice to Apply (LAAS) for provincial nomination.

Invitations issued in Expression of Interest (EOI) draw #276 were issued through the following MPNP streams and pathways:

Of the 766 MPNP candidates who received an LAA in this draw, 94 of them declares a valid Express Entry profile and job seeker validation code.

*Within Canada’s NOC system, jobs are assigned to one of six TEER levels (0 to 5) based on the Training, Education, Experience, and Responsibilities involved, ranging from highly skilled positions at TEER 0 to lower-skilled roles at TEER 5.

Skilled Worker in Manitoba

The province issued a total of 696 invitations to apply under the Skilled Worker in Manitoba pathway to candidates who met one of the following three selection categories:

1) Employment in a qualifying NOC code

This selection targeted candidates residing in Manitoba who had identified themselves in their EOI profiles as currently working in one of the following seven occupations:

  • Aerospace Engineers (21390).
  • Air pilots, flight engineers and flying instructors (72600).
  • Aircraft Assemblers and Aircraft Assembly Inspector (93200).
  • Aircraft Instrument, Electrical and Avionics Mechanics, Technicians and Inspectors (22313).
  • Aircraft Mechanics and Aircraft Inspectors (72404).
  • Facility operation and maintenance managers (70012).
  • General practitioners and family physicians (31102).

2) Employment in a manufacturing/utilities occupation

For this selection category, the MPNP invited the highest-ranking candidates who declared that they were currently employed in Manitoba under an occupation falling under Broad Occupational Category 9 of the NOC.

This category covers middle management occupations in the manufacturing and utilities sectors, along with supervisory, production, and labouring roles in manufacturing, processing, and utilities.

A total of five Major Groups fall under Broad Occupational Category 9:

  • Central control and process operators and aircraft assembly assemblers and inspectors (code 93).
  • Labourers in processing, manufacturing and utilities (code 95).
  • Machine operators, assemblers and inspectors in processing, manufacturing and printing (code 94).
  • Middle management occupations in manufacturing and utilities (code 90).
  • Processing, manufacturing and utilities supervisors and utilities operators and controllers (code 92).

Each code includes specific occupations that were eligible for consideration under this selection category.

3) Francophones

To have received an invitation under this selection category, candidates were required to indicate the following in their EOI profile:

  • Their language of communication with Manitoba was French; and
  • They possessed valid French language test results.

Skilled Worker Stream

The selection drew from EOI profiles registered through both pathways that make up the Skilled Worker Stream:

  • Skilled Worker in Manitoba; and
  • Skilled Worker Overseas.

To have been eligible for this selection, candidates needed to have declared in their EOI profiles that they had received an invitation through a strategic recruitment initiative or under the now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Candidates (TPP).

Reasons an eligible candidate may not have received an LAA

The province noted that candidates who seemingly met the selection requirements could still have been excluded if

  • The identification number for their approved language test was missing or invalid, or their test results were no longer valid on the draw date; or
  • Their profile declared participation in a strategic recruitment initiative without including a valid invitation number.

As of July 30, the province has held 15 selection rounds, through which a total of 4,822 invitations have been issued.
