Quebec invites over 2,500 skilled workers to apply for permanent selection
On February 23, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) held immigration selections across all four streams of its Skilled Worker Selection Program (PSTQ).
Following the recent closure of the Quebec Experience Program (PEQ), the PSTQ has become the main pathway for skilled workers to immigrate to Quebec.
In only the second draw under the program this year, the province issued 2,573 total invitations to foreign workers across the Highly Qualified and Specialized skills, Intermediate and manual skills, Regulated professions, and Exceptional talents streams.

Stream one: Highly qualified and specialized skills
A total of 901 invitations were issued across three different selections under Stream one of the PSTQ to workers with occupations in TEER 0, 1, or 2, living in Quebec with 12 months’ work experience:

Certain draw criteria varied across each of these three selections:
Under selection, one candidates required:
- A Quebec diploma of at least 900 hours of total length or 30 credits annually; and
- A score of at least 741.
Under selection, two candidates required:
- Their main occupation to be under the list of priority occupations specified for this draw; and
- A minimum score of 627.
Under selection three, candidates required:
- A minimum score of 722.

Selection one
Candidates were invited in this draw if:
- Their primary occupation fell under the Training Education Experience and Responsibilities (TEER)* category 0, 1, or 2;
- They did not plan to practice a regulated profession included in the Minister’s List of Regulated Professions;
- They had at least 12 months of work experience in their main occupation, obtained within the last five years;
- They demonstrated French proficiency at level 7 or higher in oral skills and level 5 or higher in written skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- If applicable, their accompanying spouse demonstrated French proficiency at level 4 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- They were residing in Québec;
- They had completed schooling, validating a full-time program of at least one year that corresponds in Québec to one of the following credentials:
- diploma of professional studies;
- certificate of professional specialization;
- certificate of college studies;
- technical college studies diploma;
- certificate, minor, major;
- bachelor’s degree;
- specialized graduate diploma;
- master’s degree; or
- doctorate;
- They held a Québec diploma at the university, college, or vocational secondary level. The diploma had to certify a program of at least 900 hours if at the vocational secondary or college level, or at least 30 credits if at the university level;
- They had a score of 741 points or more.
Selection two
Candidates were invited in this draw if they:
- Their primary occupation fell under the TEER category 0, 1, or 2;
- They did not plan to practice a regulated profession included in the Minister’s List of Regulated Professions;
- They had at least 12 months of work experience in their main occupation, obtained within the last five years;
- They demonstrated French proficiency at level 7 or higher in oral skills and level 5 or higher in written skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- If applicable, their accompanying spouse demonstrated French proficiency at level 4 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- They were residing in Québec;
- They had completed schooling, validating a full-time program of at least one year that corresponds in Québec to one of the following credentials: diploma of professional studies, certificate of professional specialization, certificate of college studies, technical college studies diploma, certificate, minor, major, bachelor’s degree, specialized graduate diploma, master’s degree, or doctorate;
- Their primary occupation was connected to priority sectors and appeared in the following National Occupational Classification (NOC 2021):

- They demonstrated French proficiency at level 7 or higher in oral skills and level 5 or higher in written skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- If applicable, their accompanying spouse demonstrated French proficiency at level 4 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- They were residing in Québec;
- They had completed schooling, validating a full-time program of at least one year that corresponds in Québec to one of the following credentials:
- diploma of professional studies;
- certificate of professional specialization;
- certificate of college studies;
- technical college studies diploma;
- certificate, minor, major;
- bachelor’s degree;
- specialized graduate diploma;
- master’s degree; or
- doctorate.
- They had a score of 722 points or more.
*TEER categories are a part of Canada’s National Occupation Classification (NOC) system and are used to order occupations by how much training, education, and experience are required to fulfill the responsibilities of a given occupation.
TEER 0 (managerial) occupations require the most training, education, and experience, while TEER 5 (low-skilled) occupations require the least.

Stream two: Intermediate and manual skills
A total of 495 invitations were issued across three different selections under Stream two of the PSTQ, to candidates working in non-regulated TEER 3-5 jobs who had at least one year of Quebec work experience:

- professional specialization certificate (more than 600 hours in Québec);
- college studies certificate,
- technical college studies diploma;

- master’s degree; or
- Doctorate.
- They held a Québec diploma at the university, college, vocational secondary, or general secondary level. The diploma had to certify a program of at least 600 hours if at the vocational secondary level, at least 900 hours if at the college level, or at least 30 credits if at the university level;
- They had a score of 756 points or higher.
Selection two
Candidates were invited under this draw if:
- Their primary occupation was in TEER category 3, 4, or 5;
- They did not plan to practice a regulated profession included in the Minister’s List of Regulated Professions;
- They demonstrated French proficiency at level 5 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- If applicable, their accompanying spouse demonstrated French proficiency at level 4 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- They were residing in Québec;
- They had schooling that, in Québec, corresponds to a high school diploma or a two-year full-time general post-secondary diploma, or that validates a full-time program of at least one year and corresponds, in Québec, to one of the following credentials:
- diploma of professional studies (more than 600 hours in Québec);
- professional specialization certificate (more than 600 hours in Québec),;
- college studies certificate;

- Their main occupation to be under the list of priority TEER 0-2 occupations specified for this draw; and
- A minimum score of 632.
Under selection three, candidates required:
- A main occupation as a physician (NOC 31100/ 31101/ 31102); and
- Authorization to practice as physician by the relevant Quebec regulatory authority.
Under selection four candidates required:
- Their main occupation to be under the list of priority TEER 3-5 occupations specified for this draw; and
- To have an oral French proficiency equivalent to at least an NCLC level 5; and
- A minimum score of 452.
Under selection five, candidates required:
- Their main occupation to be in a regulated TEER 0-2 occupation specified for this draw; and
- A minimum score of 693.
Under selection six, candidates required:
- Their main occupation to be in a regulated TEER 3-5 occupation specified for this draw;
- To have an oral French proficiency equivalent to at least an NCLC level 5; and
- A minimum score of 774.

- They planned to practice a regulated profession included in the Minister’s List of Regulated Professions, in a TEER category 0, 1, or 2 occupation;
- They demonstrated French proficiency at level 7 or higher in oral skills and level 5 or higher in written skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- If applicable, their accompanying spouse demonstrated French proficiency at level 4 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- They were residing in Québec;
- They had a score equal to or greater than 693 points.
Selection six
- They planned to practice a regulated profession included in the Minister’s List of Regulated Professions, in a TEER category 3, 4, or 5 occupation;
- They demonstrated French proficiency at level 5 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- If applicable, their accompanying spouse demonstrated French proficiency at level 4 or higher in oral skills, according to the Québec Scale of French Proficiency Levels or an equivalent standard;
- They were residing in Québec;
- They had a score of 774 points or higher.
Stream four: Exceptional talents
A total of 20 invitations were issued under Stream four of the PSTQ.

We can infer that 14 foreign nationals who received invitations simply met the general eligibility criteria for stream four.
The draw criteria for these two selections were as follows:
Under Selection one candidates required:
- A positive opinion letter issued by a partner of MIFI in one of the targeted areas listed on the department’s website; and
- At least 36 months of experience in their primary occupation over the last five years.
Under Selection, two candidates required:
- A document demonstrating an accomplishment indicated in MIFI’s list of exceptional achievements;
- A level of education equivalent to a doctorate in Quebec; and
- At least 36 months of work experience in their primary occupation over the last five years.
Selection one
Candidates were invited in this draw if:
- They held a favorable opinion issued by a Ministry partner in a targeted area identified on the Ministry’s website;
- They had accumulated at least 36 months of work experience in their primary occupation within the past five years.
Selection two
Candidates were invited in this draw if:
- They held a document confirming an accomplishment listed in the Ministry of Immigration, Francization and Integration’s List of Exceptional Achievements for Stream 4;
- They had an education level equivalent, in Québec, to a doctorate (including undergraduate doctorates); and
- They had accumulated at least 36 months of work experience in their primary occupation within the past five years.
