The Manitoba Provincial Nominee Program (MPNP) has announced plans to run targeted draws for individuals who’ve obtained Manitoba-specific work permits under the temporary public policy facilitating work permits for Provincial Nominee Program candidates (TPP).
All candidates who received a Manitoba Support Letter can expect to receive an invitation to apply (ITA) for provincial nomination in an upcoming draw.

The MPNP released this update on its official news webpage on May 1.
The province will issue ITAs based on Support Letter approval date and is currently prioritizing candidates who were approved between April 22–June 30, 2025.
Invitations will be delivered to the email initially provided in a Support Letter application.
Those who were approved for Support Letters after June 30, 2025, can expect updates from the MPNP regarding ITA issuance at a later date.
Receipt of an ITA is not automatically reflective of one’s ability to include the ITA code associated with the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates in an Expression of Interest (EOI) profile.
The province outlines multiple requirements one must meet to claim the TPP ITA code in their EOI:
- They are currently in possession of a valid, Manitoba-specific open work permit (OWP) that was issued by the immigration department under this TPP;
- Those who previously received a Support Letter from Manitoba in 2025, but now hold a non-TPP work permit, are not eligible.
- They are currently employed within the province on a full-time basis, and can show their position is long term and intended to remain full-time;
- They have worked a minimum of six months for an in-province employer, continuously and on a full-time basis;
- For those who’ve graduated from a post-secondary program in another province or territory, the minimum is one year.
- They can demonstrate that they meet all qualifications required for their declared occupation;
- This may include requirements pertaining to education, training, work experience, and mandatory licensing or certification (if applicable).
- They can demonstrate sufficient English or French language proficiency required to do their work duties; and
- Their employment-based connection to Manitoba is stronger than any potential connection(s) they may have to another province or territory;
- They are required to submit a settlement plan to Manitoba which clearly outlines intent and plan to reside, work, and establish further ties in the province as a permanent resident.
- This may include intent and plans relating to their career or family life.
Beyond these requirements, TPP work permit holders need to ensure they meet all requirements associated with the Skilled Worker in Manitoba pathway, and do not fall under any exclusions.
Those who have completed at least six months (or one year, for out-of-province graduates) but did not do so with their current employer may not meet the eligibility criteria for the Skilled Worker in Manitoba Pathway, but they can still claim the TPP ITA code.
If that’s the case, you will simply have to submit a new EOI as a Skilled Worker Overseas candidate, and do the following:
- Ensure that your country of residence is listed as “Canada,” and input the ITA code under Tab 2 – More Information.
- Answer “Yes” when asked Have you received an Invitation to Apply under a strategic Initiative directly from the MPNP?
- Enter your unique invitation number.

Select “I am a support letter recipient under the 2024 or 2025 Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates and have questions” from the drop-down list regarding your situation.
At this time, the MPNP is only responding to Support Letter recipients approved before June 30, 2025. The Program will not respond to any requests or inquiries from individuals approved after June 30.
About the TPP: The TPP was introduced as a temporary measure enabling provinces to support the issuance of OWPs for select Provincial Nominee Program candidates who met specific eligibility criteria. This policy expired on December 31, 2025.
Manitoba accepted new Support Letter applications under the TPP until December 15, 2025, after which point the online form closed to new submissions.
