How Language Points Work in Ontario’s Workforce Priority Stream

The Ontario Workforce Priority Stream (OWPS) provides eligible foreign workers—and eligible self-employed physicians—with a pathway to apply for provincial nomination for permanent residence in Ontario.

The OWPS uses an expression of interest (EOI) system to rank candidates. For those applying with a job offer, the employer first initiates the process by submitting the job offer. The candidate can then register an EOI and, if invited by the Ontario Immigrant Nominee Program (OINP), apply for nomination.

Language proficiency is one of the factors that contributes to a candidate’s EOI score. Stronger language test results can therefore mean additional points under Ontario’s ranking system, although invitations are based on a candidate’s overall profile and may also target specific labour market or human capital attributes.

How Language Contributes to an OWPS Score

Under the OWPS scoring system, candidates can receive up to 15 points for official language ability. Points are based on the lowest Canadian Language Benchmark (CLB) level across all four language areas: reading, writing, listening, and speaking.

Candidates can also receive points for knowledge of Canada’s official languages:

To receive points for two official languages, candidates must achieve at least CLB 6 across all four language areas in both English and French.

Some of the other factors used to calculate an OWPS EOI score—including occupation, wage, work region, education, work experience, earnings history, and legal status in Canada—may be determined by a candidate’s current circumstances or take significant time to change.

Language proficiency, by contrast, is one factor candidates can actively work to strengthen through practice and preparation.

For candidates who decide to take or retake a language test, preparing in advance can provide an opportunity to become familiar with the test format, understand scoring expectations, and identify skills that may need additional practice.

Prepare Early

Language testing can sometimes be treated as a final administrative step. Planning earlier, however, gives candidates more time to understand the requirements, prepare for testing, and allow for another attempt if needed. A proactive approach might include:

1. Reviewing the current OWPS language requirements on the Government of Ontario website.
2. Taking an initial practice test to establish a baseline.
3. Identifying strengths and areas for improvement across listening, reading, writing, and speaking.
4. Using preparation resources to focus on those areas.
5. Allowing sufficient time to retest if necessary.
6. Preparing early can give candidates greater flexibility as they consider one of the OWPS ranking factors they may be able to influence directly.
