Newfoundland and Labrador issues 140 provincial immigration invitations

Newfoundland and Labrador has selected 140 foreign nationals for provincial immigration. 

On August 26, the province notified selected candidates that they would have the opportunity to move forward in pursuing Canadian permanent residence: 94 through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), and 22 through the Atlantic Immigration Program (AIP).

Candidates selected through the NLPNP can respond by submitting applications for provincial nomination; those selected through the AIP can respond by submitting applications for endorsement. 

Once nominated or endorsed, they can apply to the federal government for permanent residence. 

Draw details 

Newfoundland and Labrador’s Office of Immigration and Multiculturalism (OIM) did not specify which NLPNP streams candidates were invited through, or which occupations or sectors were targeted in this draw—its 12th selection round of 2026. 

This selection round saw the highest number of AIP invitations issued since March 6, 2026—the province’s first draw of the year. By contrast, AIP invitations were completely absent from the province’s previous draw, a first since it moved to an Expression of Interest (EOI) intake in February 2025.

The latest draw also featured the lowest NLPNP invitation total since July 28 of this year—when Newfoundland and Labrador’s OIM invited 400 candidates through the program.

As of August 25, the province has issued a total of 2,459 invitations to apply for nomination (NLPNP) or endorsement (AIP). Of this count, 84.0% went to NLPNP candidates.

How to immigrate through Newfoundland and Labrador’s provincial programs

Foreign nationals seeking nomination through the NLPNP must first submit an Expression of Interest (EOI) through the Immigration Accelerator Portal.

Candidates use the EOI to provide details about their education, employment, language ability, and intention to establish themselves in the province.

Outside the program’s entrepreneur streams, candidates must also hold a valid job offer from an employer in the province.

The OIM periodically reviews profiles in the EOI pool and invites candidates to apply for provincial nomination, based on immigration and labour market priorities.

Selection may favour candidates who work in healthcare, are employed outside major urban centres, have French-language proficiency, or graduated from a post-secondary institution in the province, among other factors.

Receipt of an invitation triggers a 60-day deadline to submit a complete application for provincial nomination (NLPNP) or endorsement (AIP).

For the NLPNP, the candidate must submit the application; for the AIP, it is the employer’s responsibility.

Successful applicants receive a provincial nomination certificate if approved through the NLPNP, or an endorsement certificate through the AIP.

From there, they can submit a permanent residence application to the federal government.

Successful PR applicants are issued a Confirmation of Permanent Residence (COPR).

An EOI remains active for 12 months. If no invitation is issued during that time, the candidate must re-submit their profile, or, in the case of the AIP, have their employer do so, to remain eligible for consideration.
