Michael had known for a while that his daughter wanted to move out of the country.

Mina was 27 years old, worked as a data analyst in a district outside Detroit, and had spent most of a year talking about a job posting in Vancouver. The issue was the work permit.

Then his wife sent him an article about a change to Canada's citizenship law, and a name he hadn't thought about in decades started to matter. His great-grandfather, Josef, a teenager from a village in Hungary, had landed in the Maritimes in the 1890s, opened a grocery store, and became a Canadian citizen in Halifax in 1896.

He later moved to Michigan in the years that followed, all before the birth of his children.

Michael found him in the 1911 Canadian census in under a minute and realized that, under changes that took effect December 15, 2025, a claim like Josef’s can now reach past the grandchildren. Mina may already be Canadian.

Michael didn’t have any immediate desire to move out of Detroit. But, by doing the paperwork for himself and his daughter, she could now explore new opportunities that were closed to her just a year ago.

Benefits of Canadian citizenship for adult children

Michael’s story does not exist in isolation.

Since the passing of Bill C-3 on December 15, 2025, there has been a surge in proof of citizenship applications from Americans seeking Canadian citizenship certificates.

In many cases, applicants have no real and immediate intention to move to Canada. Instead, many are applying to grant more opportunities for their children in the future.

Here are some reasons that Americans are applying for Canadian citizenship certificates for the next generation:

They can work in Canada without a work permit

A Canadian citizen can take a job anywhere in Canada, with any employer and in any industry, without applying for a work permit first. Unlike many foreign nationals who require a work permit, there is no prerequisite employer sponsorship, no labour market test, and no permit that expires and has to be renewed. For an adult child who wants to try a year in Toronto or Vancouver, the difference is between a hiring process and an immigration process.

They can pursue higher education at Canadian rates

The gap between what Canadian students and international students pay in Canada is large. In some cases, international undergraduates pay more than five times what their Canadian counterparts pay, up from 3.6 times a decade ago.

For a four-year degree, that's a difference of well over CAD $100,000.

Citizenship changes whether they can freely work while studying too. International students in Canada are capped at 24 hours a week of off-campus work during class terms. A Canadian citizen studying in Canada has no such cap, and can work as many hours as they please, while they pursue higher education.

More options in Europe and elsewhere

As of July 2026, the Canadian passport ranks seventh on the Henley Passport Index. The US passport ranks 10th.

Canada already has youth mobility agreements with more than 30 countries, most of them European, under the International Experience Canada program. Canadians under the age of 30 (or 35 depending on country-specific agreements) can use the reciprocal side of those agreements to pursue work and travel opportunities abroad that Americans can’t.

In September 2026, Prime Minister Mark Carney told the European Parliament that Canada and the EU should deepen people-to-people ties and let young people work, study and live on either side of the Atlantic. He also pitched Canadian membership in Erasmus+, the EU student exchange program.

A child who becomes a Canadian citizen today is in line for whatever Canada negotiates next.

A different environment for trans and LGBTQ+ family members

For some families the motivation is more specific.

Newsweek reported the case of an American mother, identified as Laurel, who is gathering documents under the new law mainly because a Canadian passport could give her transgender daughter travel documents that reflect her gender, after a US executive order limited passport sex markers to sex recorded at birth.

Human-rights protections for gender identity and expression exist in all provinces in Canada. They are also far less politicized and less subject to change.

Fewer restrictions on buying property

Canada currently restricts who can buy homes. The Prohibition on the Purchase of Residential Property by Non-Canadians Act bars people who aren't Canadian citizens or permanent residents from buying residential property. It applies to properties with three or fewer dwelling units inside census metropolitan areas and census agglomerations, with some exemptions in place.

That said, Canadian citizens are exempt. The ban is currently set to lapse at the start of 2027, though it has been extended once already, and housing policy tends to move with the politics of the moment. A citizenship certificate takes that question off the table for your children permanently.

Access to social services, if they move

If an adult child does move, citizenship opens the door to provincial healthcare once they establish residency in a province. Each province and territory has its healthcare system.

Employment Insurance maternity and parental benefits, which give new parents paid leave, become available once they've worked enough hours in Canada.

While a Canadian citizenship certificate does not deliver these benefits on a silver platter, it makes them accessible.

Passing it down one more generation

If your children were born before December 15, 2025, they inherit through the same line you do.

For children born on or after that date, there's a physical residency requirement. A Canadian parent who was born outside Canada has to show a substantial connection to the country, measured as at least 1,095 days of physical presence in Canada, before the child is born.

Once they acquire their citizenship, your adult child can move to Canada and build up the days before starting a family. And a child born on Canadian soil is a Canadian citizen regardless.

That said, there are also options for Canadian parents who can't meet the residency requirement. They can sponsor a dependent child for permanent residence when they move to Canada, and the child can become a Canadian citizen once they've met the residency requirement, usually three years in the country.

For a growing number of American families, the application isn't about moving to Canada. It's about who gets the choice and opportunity later.

Applying alongside your children

If you and your adult child both qualify through the same ancestor, you don't have to file one application and wait for a decision before starting the next. Families can mail several proof of citizenship applications to Canada's citizenship department in a single shipment, which means everyone's files arrive together and often move through processing on a similar schedule.
