The province of Manitoba invited 99 immigration candidates to apply for a provincial nomination for Canadian permanent residence on May 21.

The invitations were issued through the Manitoba Provincial Nominee Program (MPNP) to candidates in the Skilled Workers in Manitoba, Skilled Workers Overseas and International Education streams.

The invitations, also known as Letters of Advice to Apply (LAAs), were distributed as follows:

The province has issued 2,030 LAAs to immigration candidates in these categories so far this year. This was Manitoba’s 90th draw since the program began in April 2014.

Express Entry

Among the LAAs issued in the May 21 draw, nine went to candidates with a valid profile in the federal Express Entry system.

Candidates who qualify for the Express Entry pool are ranked based on a Comprehensive Ranking System (CRS) score that considers human capital factors such as age, work experience, education, and language ability.

The highest-scoring candidates are invited to apply for Canadian permanent residence through regular draws from the Express Entry pool.

Those who receive a provincial nomination are awarded an additional 600 CRS points and are effectively guaranteed an Invitation to Apply (ITA) from Immigration, Refugees and Citizenship Canada (IRCC).

Express Entry candidates who received a provincial nomination from Manitoba in this draw declared a valid Express Entry ID and provided a job seeker validation code.

Skilled Workers in Manitoba

The Skilled Workers in Manitoba Stream provides a pathway to permanent residence for eligible temporary foreign workers in the province and international graduates of Manitoba post-secondary educational institutions.

In order to be considered, candidates must be working in Manitoba and have a full-time, permanent job offer from their employer, among other criteria.

Invitations to apply for a provincial nomination from Manitoba through this stream are issued to candidates who have registered an Expression of Interest (EOI) with the MPNP.

An EOI is an online profile that is ranked out of a score of 1,000. Points are awarded for a candidate’s education, work experience, connections to Manitoba and proficiency in English or French, among other factors.

The lowest-ranked Skilled Workers in Manitoba candidate selected in this draw had a score of 485.

Skilled Workers Overseas

Candidates selected under the Skilled Workers Overseas Stream were invited directly through a Strategic Recruitment Initiative, which can include overseas recruitment missions organized by the MPNP, often in association with Manitoba employers.

Candidates in this stream are also ranked according to Manitoba's EOI rating system.

Skilled Worker Overseas candidates needed a score of 613 and above to be eligible for an LAA in the May 21 EOI draw.

International Education

Manitoba graduates with certain in-demand skills may be invited under the International Education Stream.

This stream includes three sub-categories: Career Employment Pathway, Graduate Internship Pathway, and the International Student Entrepreneur Pilot.

The MPNP sent out 12 LAAs to International Education Stream candidates in this draw.

No EOI minimum score was provided.
