Manitoba and Prince Edward Island issue invitations to apply for provincial immigration

Manitoba and Prince Edward Island have both issued Invitations to Apply (ITAs) for nomination through their respective Provincial Nominee Programs (PNPs).

The Manitoba PNP (MPNP) prioritized candidates with advanced levels of education and those who had received direct invitations.

PEI held its second draw of 2025 this week, targeting PEI-based candidates, as well as international student graduates from specific universities and colleges.

This article will cover the results of these draws in more detail.

Manitoba (February 14-21)

On February 20, the MPNP held draws under two streams.

The first draw was under the International Education stream inviting 19 eligible candidates to apply for provincial nomination.

In addition to meeting the eligibility requirements for this stream, candidates must have fulfilled the following criteria to have been considered:

The second draw occurred under the Skilled Workers Overseas stream and invited profiles that indicated they had received a direct invitation from the MPNP under a strategic recruitment initiative.

This draw resulted in 22 candidates receiving invitations, with the lowest score among invited candidates being 711.

In total, 41 Letters of Advice to Apply were issued, with seven being issued to candidates who had declared a valid Express Entry profile number and job seeker validation code.

PEI (February 14-21)

On February 20, the PEI PNP held a draw targeting candidates through two pathways: Labour Impact and Express Entry.

A total of 87 ITAs were extended to candidates employed in occupations and priority sectors deemed vital to PEI’s economic growth and development.

This draw targeted candidates that have been living and working in PEI for at least one year.

International student graduates from the educational institutions listed below were also prioritized.

  • University of Prince Edward Island (UPEI);
  • Holland College; and
  • Collège de l’Île.
