Newfoundland and Labrador invites candidates under the PNP and the AIP

Newfoundland and Labrador has conducted an immigration draw on August 13.

Invitations were issued to candidates under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

In total, 231 Invitations to Apply (ITAs) were issued by the Office of Immigration and Multiculturalism.

So far in 2025, the province has issued 1,675 ITAs through the NLPNP and 374 through the AIP.

Like most other provinces and territories, Newfoundland and Labrador’s allocation for economic immigration programs was slashed this year, leaving the province with 1,050 spots for its PNP — compared to 2,100 in 2024.

However, in February, the province negotiated an increase of 1,000 nomination spaces, bringing the total number to 2,050. The number of spots for its AIP remained consistent at 475.

Newfoundland and Labrador’s new EOI system

This marks the seventh draw Newfoundland and Labrador has held since transitioning to a new Expression of Interest system in February 2025.

Previously, the provincial government processed immigration applications on a first-come, first-serve basis. However, a surge in demand led the province to opt for an EOI model.

The EOI model is a two-step process wherein candidates first submit a form outlining details of their qualifications.

This form is then reviewed by the province, which issues ITAs to those who meet program criteria and labour market needs.

Selected candidates can then apply for nomination to the NLPNP or receive a certificate of endorsement for the AIP.

What is the AIP?

The AIP is an employer-focused pathway to permanent residence for those who want to settle in one of Canada’s Atlantic provinces, which are

  • New Brunswick;
  • Nova Scotia;
  • Newfoundland and Labrador; and
  • Prince Edward Island.

Eligible applicants must have a valid job offer from a designated employer in the province and meet specific education, work experience, and language requirements. International graduates from recognized institutions in the Atlantic provinces can apply without work experience, provided they meet the program’s other criteria.

Those who meet program criteria, including getting their job offer endorsed by the province, can apply directly to the federal government for PR. They are also eligible for a temporary work permit while they await their PR application processing.
