On January 15, 2025, the Manitoba Provincial Nominee Program (MPNP) held its first immigration draw of the year, inviting candidates through its Skilled Worker Stream.

Candidates were invited if they indicated being directly invited by the MPNP as part of a strategic recruitment mission.

Draw results

Manitoba issued a total of 55 Letters of Advice to Apply (LAAs) in the province’s first 2026 draw.

The MPNP invited candidates through both the province’s Skilled Worker Stream pathways:

To have received an invitation in this draw, candidates needed to have declared in their Expression of Interest (EOI) profiles that they were invited by the province under a strategic recruitment initiative.

The highest number of LAAs were issued to candidates who declared being invited under the “Employer Services” recruitment initiative—accounting for about 38% of LAAs.

Here’s how the LAAs were distributed, by strategic recruitment initiative:

Strategic recruitment initiativeNumber of LAAs issued
Employer Services21
Francophone Community7
Regional Communities15
Ethnocultural Communities9
Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP)3

Of the 55 LAAs issued in EOI Draw #262, 10 were issued to candidates who declared a valid Express Entry profile and job seeker validation code.

To compare, Manitoba’s first draw of 2025 (EOI Draw #236) saw 197 candidates invited through its Skilled Worker Stream in January 9, indicating the province is off to a slower—and later—start this year.

I met the selection criteria – why didn't I receive an LAA?

If you believe your EOI met the selection requirements but you didn’t receive a LAA, the MPNP explains it may be because:

  • You indicated that you took an approved third-party English/French test, but did not provide a valid test number in your EOI, or the test results were expired; or
  • You stated that you received an Invitation to Apply (ITA) to the MPNP under a strategic recruitment initiative, but the invitation number entered was not valid.
