Newfoundland and Labrador issues invitations to PNP and AIP candidates

On 10 July, the Newfoundland and Labrador Office of Immigration and Multiculturalism (OIM) issued more than 300 invitations to apply (ITAs) to foreign nationals, allowing them to apply for provincial immigration.

Invitations were issued through both the Newfoundland and Labrador Provincial Nominee Program (NLPNP), and the Atlantic Immigration Program (AIP).

A total of 359 invitations were issued across the NLPNP and the AIP:

To be considered under this immigration draw, candidates needed to have:

  • A job or job offer in Newfoundland and Labrador; and
  • An employer invitation code (if necessary)*.

*Foreign nationals who have valid work authorization in Canada do not require an employer invitation code for the NLPNP. These codes are required for

  • Candidates who require job vacancy assessments; and
  • All AIP candidates.

Expressions of interest (EOIs) that do not declare employment, or an employment offer, and/or those that do not have an employer invitation code (if needed) are not eligible to receive an ITA to immigrate to Newfoundland and Labrador.

Immigration priorities

According to the OIM website, candidates will only be considered for an ITA if their EOI profile is aligned with “labour market needs and ongoing interests of the province.”

On its website, the OIM designates the following occupations in demand. This means that these occupations are exempt from provincial labour market testing and will be prioritized for immigration consideration under the NLPNP and the AIP.

These occupations are listed below by sector or designation:

In-demand Health Care Sector Occupations (Public and Private Providers)

  • Physician (multiple kinds).
  • Nurse Practitioner (NP).
  • Licensed Practical Nurse (LPN).
  • Personal Care Attendant (PCA).
  • Clinical Psychologist.
  • Medical Physicist.
  • Radiation Therapist.
  • Dosimetrist.

In-demand ICT Sector – Engineers and Developers

  • Software Developer.
  • Biomedical Engineer.
  • UI/UX Developer.
  • Electrical Engineer.
  • AI Developer.
  • Mechanical Engineer.
  • Python Developer.
  • Web Developer.
  • .NET Developer.
  • Infrastructure Engineer.

In-demand ICT Sector – Technical Specialists

  • Security Specialist.
  • Cloud Specialist.
  • Bioinformatician.
  • Computer Network Support.
  • Research Associate.
  • Data Analytics.
  • Offshore Technician.
  • ROV Operator.
  • Ocean Mapping Specialist.
  • Technical Writer.

In-demand Aquaculture Sector Occupations

  • Captain (FM4 certification required).
  • Farming and Feeding Manager.
  • Facility Technician.
  • Assistant Manager.
  • Cage Site Technician.
  • Site Manager (with water quality expertise).
  • Area Manager.

To better understand whether a candidate fits into a given occupation, they should contact the OIM directly and request a National Occupation Classification (NOC) code and title corresponding to the selected occupation.

Note: Due to NOC codes and titles primarily being categorized by their duties, rather than job titles. it is possible for a candidate to meet the definition of one of these positions without holding the job titles. Candidates should pay close attention to the “main duties” and “description” section for each NOC entry to better understand which NOC code and title is appropriate to their occupation or professional experience.
