Ontario issues thousands of invitations for provincial immigration

Ontario’s Provincial Nominee Program (PNP) held some of its biggest draws of the year on September 2.

The Ontario Immigrant Nominee Program (OINP) held three draws and issued 2,643 invitations to apply through the Employer Job Offer: Foreign Worker stream, International Student, and In-Demand Skills streams.

The draws focused on candidates currently living in Canada employed in priority healthcare occupations, as well as early childhood educators and assistants.

All draws considered profiles created between July 2, 2025 and September 2, 2025.

Candidates only received an invitation under the Employer Job Offer: Foreign Worker stream and International Student stream if they had a job offer in one of the following National Occupational Classification (NOC) codes:

  • NOC 31100  Specialists in clinical and laboratory medicine.
  • NOC 31101  Specialists in surgery.
  • NOC 31102  General practitioners and family physicians.
  • NOC 31300  Nursing co-ordinators and supervisors.
  • NOC 31301 Registered nurses and registered psychiatric nurses.
  • NOC 31302 Nurse practitioners.
  • NOC 31303 Physician assistants, midwives and allied health professionals.
  • NOC 32101 Licensed practical nurses.
  • NOC 33102 Nurse aides, orderlies and patient service associates.
  • NOC 42202 Early childhood educators and assistants.

Candidates only received an invitation under the Employer Job Offer: In-Demand Skills stream if they had a job offer in the following NOC code:

  • NOC 44101 - Home support workers, housekeepers and related occupations.

Candidates who have received invitations must respond to the OINP with a complete application for provincial nomination.

After receiving their nomination from OINP, successful nominees can apply to the federal government for permanent residence.

OINP’s new EOI system

As of July 2, 2025, all applications under Ontario’s Employer Job Offer streams must be submitted through the Employer Portal.

This update shifts the responsibility from candidates to employers. Under the new process, only applicants whose employers have submitted a job offer through the portal and successfully registered an EOI are being considered in OINP draws.

To be considered, candidates who initially created EOIs before July 2 must to work with their employers to re-submit their profiles through the portal.
