Newfoundland and Labrador invites highest number of NLPNP candidates since July
This week, Newfoundland and Labrador held another round of invitations across two of its provincial immigration pathways.
A total of 330 Invitations to Apply (ITAs) were extended across the NLPNP and the Atlantic Immigration Program (AIP).

The Office of Immigration and Multiculturalism (OIM) distributed the 330 ITAs across the NLPNP and AIP, in a 2:1 ratio, with the majority of invitations delivered to NLPNP candidates:

This is the highest number of invitations issued through the NLPNP since July 10, 2025, and the highest since September 26, 2025, for the AIP.
The NLPNP does not disclose which specific streams of its Provincial Nominee Program (PNP) invitations are issued under.
To date in 2025, the OIM has conducted 13 draws through both the NLPNP and the AIP.
Provincial immigration figures
Over the course of 2025, Newfoundland and Labrador has issued the following number of invitations through the NLPNP and AIP:

For 2025, Newfoundland and Labrador has been allocated a total of 2,525 nomination spaces for its two immigration programs, broken down as follows:
- 2,050 for the NLPNP; and
- 475 for the AIP.
It is important to note that nominations and invitations are not the same. Invitations allow candidates to apply but do not guarantee approval, while nominations represent finalized approvals within the province’s federal allocation.
Once an applicant receives a nomination from a province, they can then apply to IRCC directly for permanent residence, or (if the PNP stream they were nominated under is Express Entry-aligned), they may enter the Express Entry pool and seek an Invitation to Apply (ITA) through the system.
A portion of the invited candidates don’t complete the process or are refused. As such, Newfoundland and Labrador may issue more invitations than available nomination spaces without exceeding its quota.
The province was originally allocated 1,050 NLPNP nomination spaces, but after negotiating an increase with the federal government, it was given an additional 1,050 nomination spaces.
Increase in PNP admissions targets in 2026
For 2026, the federal government has increased the permanent resident (PR) admissions target to 91,500—up from 55,000 in 2025.
This is a 66% increase from last year.
With this increase in PR admissions through PNPs for 2026, Newfoundland and Labrador will likely see an increase in nomination spaces, allowing the province to welcome a larger number of provincial nominee candidates.
As of now, however, it is not clear how many nominations each province and territory will receive in 2026.
