OINP issues over 2,000 invitations to candidates in back-to-back draw days

The Ontario Immigration Nominee Program (OINP) has issued 2,049 invitations to candidates across two consecutive days, following more than two months of inactivity.

On December 10, Ontario extended a total of 1,133 Invitations to Apply (ITAs) for provincial nomination across five draws.

In addition, the province also held three more draws on December 11, targeting 916 candidates in specific occupations across multiple regions of Ontario.

December 10 draws

Candidates across three Ontario Immigrant Nominee Program (OINP) streams received invitations, including the

  • Employer Job Offer: Foreign Worker Stream;
  • Employer Job Offer: International Student Stream; and
  • Employer Job Offer: In-Demand Skills Stream.

These draws targeted early childhood educators, priority health care professionals, and candidates who may qualify for the Regional Economic Development through Immigration (REDI) pilot—which works within the OINP’s job offer streams—through all of the above streams.

All five draws focused on individuals currently residing in Canada with a profile in the province's Expression of Interest (EOI) system pool.

For the REDI pilot, which is intended to drive economic growth and support population stability in smaller regions, the targeted communities included these Census Divisions: Lanark, Leeds, and Grenville.

The Foreign Worker Stream is available to foreign workers (in and outside Canada) who have received a job offer in a skilled profession (or eligible physicians) and wish to work and settle in Ontario. To qualify, the job must be classified within TEER categories 0, 1, 2, or 3 of the National Occupational Classification (NOC).

International students with a job offer in a skilled TEER 0, 1, 2, or 3 occupation can use the International Student Stream to pursue permanent residency. The program accepts those inside and outside Canada, and no work experience is needed.

December 11 draws

On December 11, the OINP invited 916 candidates in another draw round, selecting candidates based on factors such as work location, Ontario-based occupation and educational experience, and having in-demand skills.

The OINP only selected candidates currently residing in Canada.

The OINP issued these nominations with consideration to candidates having a job offer in a particular region of Ontario. Among the eligible regions of Ontario for this draw were:

The OINP sent out 305 invitations under three streams in this draw.

Under the Employer Job Offer: Foreign Worker stream, 89 invitations went to candidates with a score of at least 54 and a job offer in select management, business, HR, IT, health, social services, and technical roles, as well as a few specialized positions in agriculture and power systems.

For the Employer Job Offer: International Student stream, the province invited 93 candidates and applied a higher cut-off score of 77. The OINP again focused on many of the same management, HR, IT, and health occupations, but also included roles such as social workers, occupational therapists, medical laboratory technologists, career development practitioners, and certain industrial and railway supervisory positions.

Finally, under the Employer Job Offer: In-Demand Skills stream, Ontario issued 123 invitations, using a much lower minimum score of 30. Invitations were restricted to a single in-demand occupation: home support workers, housekeepers, and related occupations (NOC 44101).

For the Employer Job Offer: International Student stream, the province invited 39 candidates, keeping a higher cutoff of 77; and focusing on many of the same business, HR, supply chain, and health occupations, while also including audiologists and speech-language pathologists, dental hygienists, cardiology technologists, and other health and social services occupations.

Under the Employer Job Offer: Foreign Worker stream, 84 candidates were invited, needing a minimum score of 49, and a job offer in selected senior management, business and admin, HR, finance, health, design, construction management, trades supervision, maintenance, transit, and manufacturing roles.

For the Employer Job Offer: International Student stream, the province invited 105 candidates—setting a higher cutoff of 71—and focusing on many of the same business, HR, health, construction, and trades occupations, while also targeting editors, producers/directors, massage therapists, and printing supervisors.

Finally, under the Employer Job Offer: In-Demand Skills stream, Ontario invited 115 candidates with a score of at least 30, but only in one in-demand occupation: home support workers, housekeepers, and related occupations (NOC 44101).

Note: The OINP has recently proposed a complete overhaul to its selection process of provincial nominees, which will impact anyone seeking to obtain PR and settle in Ontario.

This would include consolidating its three Employer Job Offer Streams into one stream (phase one), and eliminating all other existing streams and introducing three streams in their place (phase two):

  • A priority healthcare stream;
  • An entrepreneur stream; and
  • An exceptional talent stream.

Discussions are currently underway, and the potential implementation of this selection process has not yet been confirmed or deadlined.
