On March 6, Newfoundland and Labrador held its first draw of the year, issuing invitations to hundreds of provincial immigration candidates.

Invitations were extended through both the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

A total of 445 invitations to apply (ITAs) were issued to NLPNP and AIP candidates through this selection round:

This is the largest number of invitations that the province has issued in a single draw since its Expression of Interest (EOI) system launched last year. The NLPNP does not publish which streams of its Provincial Nominee Program (PNP) invitations were issued through.

This is the first selection round conducted by the province in 2026, and the 14th overall—with its first-ever EOI draw held in April 2025. Before the launch of the system, applicants could apply directly to the streams they wanted to be considered under, with applications processed on a first-come, first-served basis.

The NLPNP joined a host of other PNPs in implementing the new intake system in the wake of a greatly reduced nomination allocation from the federal government in 2025. These allocations determine how many foreign nationals a province can nominate annually to settle locally, with the intention of meeting labour market and immigration goals.

Last year, the federal government granted Newfoundland and Labrador a total of 2,525 nomination spaces between its two provincial immigration programs—2,050 for the NLPNP and 475 for the AIP.

About the NLPNP

In 2025, Newfoundland and Labrador issued a total of 3,376 invitations across 13 selection rounds:

  • 2,473 invitations through the NLPNP; and
  • 903 invitations through the AIP.

The NLPNP uses its allocation across five different streams:

For 2026, the federal government has increased the PNP permanent resident admissions target to 91,500—up from 55,000 in 2025. However, specific provincial nomination allocations for 2026 have not yet been announced.
