The Government of Newfoundland and Labrador conducted two provincial immigration selection rounds on Oct. 23 and 24, resulting in the combined issuance of 205 invitations.

Of these, 195 were issued under the Newfoundland and Labrador Provincial Nominee Program (NLPNP), and 10 through the Atlantic Immigration Program (AIP).

Candidates who receive an invitation have up to 60 days to submit a complete application to Newfoundland and Labrador for provincial nomination under the NLPNP or endorsement under the AIP.

Once nominated or endorsed, successful applicants can apply to the federal government for permanent residence (PR).

Under a temporary federal measure introduced on June 9, 2026, eligible base PNP applicants residing in Canada can apply for a bridging open work permit without first receiving an Acknowledgement of Receipt (AOR) for their PR application.

AIP-endorsed candidates, meanwhile, may qualify for an employer-specific work permit valid for up to two years.

NLPNP candidates accounted for approximately 95% of all invitations issued across the two draws:

The provincial government did not disclose which NLPNP streams invitations were issued under or specify the sectors and occupations of invited candidates.

The Oct. 29 draw saw AIP invitation numbers rise above those recorded in any intervening draw since Aug. 26, when subsequent rounds had issued either one invitation or none.

As of Oct. 29, the province has conducted a total of 20 provincial immigration draws—with 15 of these issuing invitations across both programs.

Newfoundland and Labrador's Office of Immigration and Multiculturalism has issued 3,158 provincial immigration invitations. Of these, 2,750 have gone to NLPNP candidates and 407 to AIP candidates.

About Newfoundland and Labrador’s candidate selection process

Foreign nationals seeking to immigrate to Newfoundland and Labrador through the NLPNP or AIP must complete the following steps:

  • Meet the eligibility requirements of the AIP or a qualifying NLPNP stream;
  • Create and submit an Expression of Interest (EOI) profile;
  • Receive an invitation to apply in a provincial selection round;
  • Submit an application for nomination or endorsement within 60 days of receiving an invitation; and
  • Obtain a provincial nomination or endorsement certificate upon approval.

Successful candidates can then apply to the federal government for PR.

Invitations are issued based on the province's selection priorities, which include employment in health care, employment outside major urban centres, and graduation from a post-secondary institution in Newfoundland and Labrador.

Further details can be found on the province’s Expression of Interest Model (EOI) Prioritization Criteria web page.
