Manitoba issues invitations for provincial immigration under strategic recruitment initiative
On June 18, 2026, the Manitoba Provincial Nominee Program (MPNP) issued invitations to apply for provincial nomination to 124 candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways.
Candidates invited in this round had declared that they were directly invited by the MPNP as part of a strategic recruitment initiative, or that they held Manitoba-supported work permits.
The largest proportion of invitations issued by the province went to candidates invited under the Employer Services initiative.

Among the 124 Letters of Advice to Apply issued in this draw, 22 went to candidates with a valid Express Entry profile number and job seeker validation code.
To qualify for consideration, candidates were required to indicate in their Expression of Interest (EOI) profile that they had been invited either through a recruitment mission or through the now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP).
On May 1, 2026, the MPNP had announced that it would conduct targeted EOI draws to invite individuals issued Support Letters under the TPP, beginning with those whose letters were approved between April 22 and June 30, 2025.
The province notes that certain candidates may have been excluded from this draw, even if they appeared to meet draw criteria, due to the following:
- The candidate included an approved third-party English or French language test in their EOI profile, but the test identification number was missing or invalid, or the language results were no longer valid; or
- The candidate claimed to have been invited through a strategic recruitment initiative but failed to provide a valid invitation number.
As of June 18, Manitoba has issued a total of 1,833 invitations to apply for provincial nomination in 2026.
For reference: This year, the federal government granted Manitoba a nomination allocation of 6,239. As of May, the province has nominated a total of 2,165 skilled workers, per data released by the Government of Manitoba.
The discrepancy between invitations issued and approved nominations is likely due to many nomination applications coming from LAAs issued in 2025.
Recent MPNP updates
Closure of the Manitoba Career Employment Pathway
On June 11, 2026, the MPNP closed the Career Employment Pathway (CEP) of its International Education Stream, effective immediately. Former CEP candidates with at least six months of Manitoba work experience were encouraged to transition to the Skilled Worker in Manitoba pathway and update their EOI profiles to be considered in future draws.
Work permit support for rural Manitoba employers
On April 14, 2026, Manitoba put in place two temporary measures expanding access to the Temporary Foreign Worker Program for employers outside the Winnipeg CMA: the ability to retain their current proportion of low-wage TFW positions above the standard cap, and a higher cap of 15% on low-wage positions, up from the usual 10%.
These measures are set to run until March 31, 2027, under a temporary public policy established by the federal government for participating provinces on April 1, 2026.
