Quebec invites over 2,500 candidates across all PSTQ streams to apply for permanent selection

Québec conducted a new immigration selection round on June 4, inviting candidates through all four streams of its Skilled Worker Selection Program (PSTQ).

A total of 2,549 provincial immigration candidates were invited in this draw—the majority to workers with highly qualified and specialized skills (42.9%).

This marks the province’s fifth draw of the year. Selections for all streams were made from the Arrima pool on June 1, 2026, at 6:00 a.m.

Stream 1: Highly qualified and specialized skills

A total of 1,094 invitations were issued across all four exercises under stream 1 of the PSTQ to workers with occupations falling under TEER 0, 1, or 2, currently living in Québec, and with 12 months’ work experience over the last five years.

All candidates were required to:

  • Demonstrate a French language proficiency of level 7 or higher for both oral skills, and a level 5 or higher in both written skills; and
    • Accompanying spouses (if applicable) needed a level 4 or higher in both oral skills.
  • Complete one-year of full-time study in the province and have one of the following Québec diplomas: vocational diploma or attestation of vocational specialization, college or technical college diploma, certificate, specialized graduate diploma, minor or major, bachelor’s degree, or master’s degree or doctorate.

Some selection criteria differed across each exercise:

Under exercise 1, candidates required: 

  • A score of at least 677 points; and 
  • A Québec university, college, or vocational secondary school diploma   
    • At least 30 credits if at university level; 900 hours of study if other. 

Under exercise 2, candidates required: 

  • A score of at least 379 points (health, education, and early childhood sectors); and 
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
    • 31303 - Physician assistants, midwives and allied health professionals 
    • 32124 - Pharmacy technicians 
    • 41301 - Counsellors and specialized therapists 
    • 42201 - Social and community service workers 
    • 42202 - Early childhood educators and assistants 
    • 42203 - Instructors for persons with disabilities 

Under exercise 3, candidates required: 

  • A score of at least 666 points; and  
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
    • 20010 - Engineering managers 
    • 21321 - Industrial and manufacturing engineers 
    • 22300 - Civil engineering technologists and technicians 
    • 22301 - Mechanical engineering technologists and technicians 
    • 22302 - Industrial engineering and manufacturing technologists and technicians 
    • 22310 - Electrical and electronics engineering technologists and technicians 
    • 22313 - Avionics technicians, aircraft instrument technicians and aircraft electrical equipment inspectors 
    • 62020 - Food service supervisors 
    • 62200 - Chefs 
    • 72100 - Machinists and machining and tooling inspectors 
    • 72102 - Sheet metal workers 
    • 72105 - Structural metal and platework fabricators and fitters 
    • 72106 - Welders and related machine operators 
    • 72203 - Power system electricians and electrical lineworkers 
    • 72204 - Telecommunications line and cable installers and repairers 
    • 72301 - Pipefitters, steamfitters, sprinkler system installers and heating system installers 
    • 72310 - Carpenters

Under exercise 4, candidates required: 

  • A score of at least 692 points.

Stream 2: Intermediate and manual skills

A total of 756 invitations were issued across all four exercises under stream 2 of the PSTQ to workers with occupations falling under TEER 3, 4, or 5, currently living in Québec, and with 24 months’ work experience in the last five years (12 in the province).

  • Demonstrate a French language proficiency of level 5 or higher in both oral skills; and
    • Accompanying spouses (if applicable) needed a level 4 or higher in both oral skills.
  • Complete education equivalent to a Québec high school diploma or a two-year full-time general post-secondary program, or a full-time one-year program lasting at least one year that is equivalent to a qualifying Québec credential.
    • A qualifying Québec credential includes: a vocational diploma or attestation of vocational specialization (more than 600 hours hours in Québec), college or technical diploma, certificate, specialized graduate diploma, minor or major, bachelor’s degree, or master’s degree or doctorate.

Some selection criteria differed across each exercise:

Under exercise 1, candidates required: 

  • A score of at least 624 points; and  
  • A Québec university, college, or secondary school diploma (general or vocational), certifying completion of at least 600 hours of study. 
    • At least 900 hours of study if at secondary vocational or college level; at least 30 credits if at university level. 

Under exercise 2, candidates required: 

  • A score of at least 330 points; and 
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
    • 33101 - Medical laboratory assistants and related technical occupations 
    • 33102 - Nurse aides, orderlies and patient service associates 
    • 33103 - Pharmacy technical assistants and pharmacy assistants 

Under exercise 3, candidates required: 

  • A score of at least 653 points; and  
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
    • 54100 - Program leaders and instructors in recreation, sport and fitness 
    • 63200 - Cooks 
    • 65200 - Food and beverage servers 
    • 65201 - Food counter attendants, kitchen helpers and related support occupations 
    • 65310 - Light duty cleaners 
    • 73100 - Concrete finishers 
    • 73101 - Tilesetters 
    • 73102 - Plasterers, drywall installers and finishers, and lathers 
    • 73110 - Roofers and shinglers 
    • 73111 - Glaziers 
    • 73112 - Painters and decorators (except interior decorators) 
    • 73113 - Floor covering installers 
    • 73400 - Heavy equipment operators 
    • 75110 - Construction trades helpers and labourers 

Under exercise 4, candidates required: 

  • A score of at least 652 points.  

Stream 3: Regulated professions

A total of 677 invitations were issued across all five exercises under stream 3 of the PSTQ, to candidates working in a regulated profession and currently residing in Québec.

All candidates were required to practice a regulated profession appearing on the Ministère’s List of Regulated Professions.  

Some selection criteria differed across each exercise, including French language requirements.

Under exercise 1, candidates required: 

  • A score of at least 562 points;
  • A Québec university, college, or vocational secondary school diploma; and 
    • At least 30 credits if at university level; at least 900 hours of study if other.  
  • French language proficiency of level 7+ for oral skills, level 5 or higher for written skills (accompanying spouses needed a level 4+ for oral skills). 

Under exercise 2, candidates required: 

  • A score of at least 275 points; 
  • French language proficiency of level 7+ for oral skills, level 5 or higher for written skills (accompanying spouses needed a level 4+ for oral skills); and 
  • Their main occupation to be related to a priority sector and in one of the following NOCs: 
    • 31100 - Specialists in clinical and laboratory medicine 
    • 31101 - Specialists in surgery 
    • 31102 - General practitioners and family physicians 
    • 31103 - Veterinarians 
    • 31110 - Dentists 
    • 31112 - Audiologists and speechlanguage pathologists

Under exercise 5, candidates required: 

  • A score of at least 637 points; and
  • French language proficiency of level 5+ for oral skills (accompanying spouses need a level 4+ for oral skills). 

Stream 4: Exceptional talent

A total of 22 invitations were issued across both exercises under stream 4 of the PSTQ, to candidates with at least 36 months’ work experience in the last five years

Some selection criteria differed across each exercise:

Under exercise 1, candidates required: 

  • A positive opinion letter issued by a partner of the Ministry of Immigration, Francization and Integration (MIFI) in one of the targeted fields listed on the department’s website. 

Under exercise 2, candidates required: 

  • A document demonstrating an achievement listed on the MIFI’s List of Exceptional Achievements; and 
  • A level of education equivalent to a doctorate in Québec (including undergraduate doctorates).
