Manitoba immigration selects 508 local graduates and spouses of local graduates

On September 10, the Manitoba Provincial Nominee Program (MPNP) issued 508 invitations to

• Manitoba graduates; and
• spouses of Manitoba graduates.

The province also invited

• 233 healthcare workers;
• 11 francophones; and
• 41 strategically recruited candidates.

Candidates who receive Letters of Advice to Apply (LAAs) have 60 days to submit a complete application for provincial nomination to the MPNP.

Those nominated by Manitoba may then request a work permit support letter, which can be used to apply to the federal government for a work permit.

A provincial nominee may become eligible for a bridging open work permit after submitting their permanent residence application.

Candidates who were not invited in this draw and remain in Manitoba’s Expression of Interest (EOI) pool may qualify for special work permits under a temporary public policy, if they hold a Manitoba support letter issued on or before December 31, 2025, confirming their EOI pool placement by that date, and they hold, recently held, or applied to renew a work permit.

Of the 793 LAAs issued in the draw, 272 went to candidates who declared a valid Express Entry profile number and job seeker validation code.

Skilled Worker in Manitoba

The province issued a total of 752 invitations under the Skilled Worker in Manitoba pathway, with selection based on one of three categories:

1) Completion of post-secondary education in Manitoba

To receive an invitation under this category, candidates were required to:

• Indicate that they or their spouse had graduated from a post-secondary institution in Manitoba; and
• Have an EOI profile score of 825 or above.

The province notes that those selected on this basis must substantiate their Manitoba education with a diploma and transcript when applying for provincial nomination.

2) Employment in a healthcare occupation

For these selections, the province invited top-scoring candidates who had declared current employment in Manitoba in an occupation falling under Broad Occupational Category 3 of the NOC system.

This occupational category captures a wide range of healthcare roles, including specialized middle management, direct patient-care occupations, and positions that support health services.

Four Major Groups fall under Broad Occupational Category 3:

• Assisting occupations in support of health services (code 33).
• Professional occupations in health (code 31).
• Specialized middle management occupations in healthcare (code 30).
• Technical occupations in health (code 32).

Candidates working in specific occupations within these groups were considered for an invitation.

3) Francophones

The province issued 11 LAAs to candidates meeting its French-language selection criterion.

To be eligible for selection on this basis, candidates had to indicate French as their language of communication with the MPNP and hold valid French-language test results.

Skilled Worker Stream

Under this selection category, the province issued 41 invitations to skilled workers both in Manitoba and overseas, who’d declared having been invited by the MPNP under

• A strategic recruitment initiative; or
• The now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP).
