Quebec announces July 2026 intake for family sponsorship, exempts adult dependent children from cap

Quebec will re-open intake for capped family sponsorship applications on July 2, 2026.

Over a two-year period, the province will accept a maximum of 15,700 applications for undertakings to sponsor family members for permanent residence: 13,300 for spouses, and 2,400 for parents or grandparents.

Dependent children aged 18 or older will no longer be subject to the cap.

Any applications received in excess of the cap will be returned without processing and their fees refunded.

The new intake period and cap were announced in a press release published by the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI), Quebec's immigration department.

According to the press release, the MIFI will be prioritizing older applications once the intake opens.

The cap does not apply to undertakings to sponsor dependent children, orphaned minor children, or children being adopted, nor does it apply to the addition of dependents to an application that includes a family member covered by an existing undertaking.

For the purposes of family sponsorship, a dependent child is a child under the age of 22, not married or in a common-law relationship. Spousal sponsorship can apply to a legally married spouse, a common-law partner, or a conjugal partner.

Quebec first put in place a cap for undertakings for family sponsorship applications in June of 2024, and this initial cap was inclusive of undertakings to sponsor dependent children aged 18 or older.

This initial intake period hit its cap in July 2025, and remains in place as of the time of writing, having been set to run from June 26, 2024 to June 25, 2026. The cap was reached for spouses and adult dependent children by July 9, 2025, and the cap for parents and grandparents by July 22, 2025.

Sponsorship applications for family members settling in Quebec follow a different process than for elsewhere in Canada. To apply for permanent residence with the intention to settle in Quebec, foreign nationals must first apply for and obtain a Quebec Selection Certificate (CSQ) from the MIFI.
