Quebec hits cap for undertakings to sponsor parents and grandparents

Quebeckers can no longer submit undertakings to sponsor their parents, grandparents, or certain other relatives.

The Quebec immigration ministry has announced that the cap on undertakings for these relatives has been reached, as of 22 July, 2025.

This cap, first announced on June 26, 2024, is set to remain in place until June 25, 2026.

Undertakings submitted in excess of the cap during this period will be returned without processing and the fees refunded.

The cap on family sponsorship undertakings was set at a total of 13,000 applications: 10,400 for spousal sponsorship and adult dependent children, and 2,600 for parents, grandparents, and other relatives.

The cap of 10,400 for spouses, common law partners, and dependent children aged 18 or older was reached on 9 July, 2025.

Undertakings to sponsor dependent children below the age of 18 and adult children who are dependent on account of a disability are exempt from the cap.

The cap does not prevent the addition of dependents to existing applications.

For family sponsorship applications for Canadian permanent residency, submitting an undertaking Quebec government is required to obtain a Quebec Selection Certificate (CSQ), a necessary step for foreign nationals immigrating to settle in Quebec.

The news of Quebec's cap having been reached on undertakings for parents and grandparents comes just as the federal government's Parents and Grandparents Program (PGP) is set to begin sending out this year's crop of invitations to prospective sponsors.

The PGP will send out invitations by lottery over a two-week period starting on 28 July, 2025.

Invitations will be sent to prospective sponsors who submitted interest to sponsor forms in the 2020 intake.
