New Comprehensive Ranking System for Express Entry

Immigration, Refugees and Citizenship Canada (IRCC) has revamped the Comprehensive Ranking System (CRS) for its Express Entry immigration selection system. The changes, which had been expected for some time, will have a major effect on candidates for immigration to Canada through the three federal programs managed through Express Entry, namely the Federal Skilled Worker Class, the Federal Skilled Trades Class, and the Canadian Experience Class.

The new instructions on Express Entry, which were published in the government of Canada’s official Gazette, come into force on November 19, 2016.

The significant changes to job offers are:

  • A qualifying job offer is now worth 200 points if the offer is in an occupation contained in a Major Group 00 of the National Occupational Classification (senior managerial level position). These occupations are:
    • 0011 Legislators
    • 0012 Senior government managers and officials
    • 0013 Senior managers – financial, communications and other business services
    • 0014 Senior managers – health, education, social and community services and membership organizations
    • 0015 Senior managers – trade, broadcasting and other services not elsewhere classified.
    • 0016 Senior managers – construction, transportation, production and utilities
  • A qualifying job offer is now worth 50 points if the offer is any other qualifying offer of arranged employment.

Previously, qualifying job offers supported by a Labour Market Impact Assessment were worth 600 points under the CRS. As of November 19, candidates with qualifying job offers will be awarded either 200 or 50 points, depending on the position. Moreover, certain work permit holders may be awarded points for their job offer even if they have not obtained a LMIA (note: LMIA holders will also continue to be awarded points for a job offer).

In addition to LMIA holders, the new regulations also allow the following individuals to be awarded points for a qualifying job offer:

  • Individuals with a work permit issued under an international agreement, such as the North American Free Trade Agreement (NAFTA).
  • Individuals with a work permit issued under the ‘significant benefits to Canada’ criteria, such as Intra-Company Transfers.

In both above cases, the worker must have been working in Canada for at least one year and the job offer must be made by the same employer named on the work permit. A full list may be reviewed in the table below.

Finally, the job offer duration requirement has also changed from ‘indeterminate’ to at least one year in duration.

Canadian study now a factor

The points that are to be assigned for a Canadian educational credential are the following:

  • 0 points, if the foreign national has a secondary school educational credential;
  • 15 points, if the foreign national has an eligible credential from a one-year or two-year post-secondary program; and
  • 30 points, if the foreign national has either:
    • an eligible credential from a post-secondary program of three years or more,
    • an eligible credential from a university-level program at the master’s level or at the level of an entry-to-practice professional degree for an occupation listed in the National Occupational Classification matrix at Skill Level A for which licensing by a provincial regulatory body is required, or
    • an eligible credential from a university-level program at the doctoral level.

Points are only assigned for Canadian study experience if, for the purpose of obtaining the credential, the foreign national:

  • studied in Canada at a Canadian educational institution;
  • was enrolled in full-time study or training for at least eight months; and
  • was physically present in Canada for at least eight months.

Before these changes, there were no additional points available for international students/graduates who had completed a study program in Canada. The changes reflect the government’s goal of providing simpler pathways to permanent residents to international students and graduates in Canada.

Invitations to Apply

Candidates who receive an Invitation to Apply (ITA) for permanent residence will have additional time to submit a complete application to Immigration, Refugees and Citizenship Canada (IRCC). Whereas previously an ITA was valid for 60 days, candidates will now have 90 days to submit an application after they receive an ITA.

The consequences for candidates in the pool

On November 19, IRCC may automatically implement these changes for profiles already in the Express Entry pool. In many cases, candidates may notice that the number of CRS points awarded to them has not gone up. However, candidates without a job offer in particular should note that their profile — even though it may state the same number of points as before — may become more competitive, particularly next to candidates with LMIA-based job offers who see their scores dropping by up to 550 points.

The Express Entry pool is a competitive environment, where candidates’ profiles are ranked against each other and the highest-ranked candidates are in a stronger position to receive an ITA when a draw is made. As of November 19, the value of a job offer will go down from 600 points to either 200 or 50 points (depending on the position offered).

IRCC’s year-end Express Entry report for 2015, released earlier this year, showed that of the 31,063 ITAs issued last year, 14,465 (46.6%) were issued to candidates who had a job offer supported by a LMIA. Consequently, the effect of the most recent changes to the CRS could significantly change the make-up of the pool and the rate of candidates with a job offer who go on to receive an ITA. Although candidates with a job offer will continue to be awarded a significant number of points (50 or 200, depending on the position), candidates without a job offer may see their chances of success improving.

Provincial Nominee Programs (PNPs) Now The Most Valuable Factor

It should be noted that candidates who obtain an enhanced nomination certificate through a Provincial Nominee Program (PNP) category will continue to be awarded 600 points. Additionally, candidates should note that IRCC’s recently-released Immigration Plan for 2017 revealed that the government of Canada aims to welcome around 51,000 new immigrants through the PNPs next year, a seven percent increase on the target for 2016. With more enhanced PNP categories opening and changing over time, it is arguably more important than ever before for candidates to stay up to date on these immigration programs.

        i suppose expecting an ITA sooner by next week ,
        because the last invitation was made by 2nov.
        Do u think it will have 1 more round of invitation before nov19?

          Do you know how many students spent at least 50 000$ for 2 years education in Canada? Do you know how many students after that worked at office jobs at least 1 year and all these students can get invitation! It is FAIR now!

    Does part time job offer under skill A comes under qualifying job offer or no?
    And also, employer issued me a letter saying that they will provide me a full-time permanent position once I get PR under the same skill level with the same position
    Can someone please help me out before it’s too late?

        Well, if they will make it professionally paperwork saying after your permanent residence they will keep you AT LEAST for 1 year FULL TIME , then you fall for Canadian specific interests category which is exempted from LMIA

      a qualifying job offer has to be a full-time permanent one that falls under NOC 0,A,or B. It may still need to be a LMIA-based for most of the cases, or it could be a non-LMIA based if it’s under NAFTA or significant benefits to Canada programs.

      J’ai des problèmes liés aux nerfs, je souffre de l’existence d’une grande masse dans ma colonne vertébrale.
      J’ai subi plusieurs opérations pour éradiqué la masse mais a cause de sa grosseur et l’endroit difficile , c’est pour ce la qui l’ont pas pu l’enlever complètement ce qui ma causée de nombreuses complications : l’incapacité de marcher et de faire des mouvements sans aide . Ainsi que des symptômes neurologiques comme: l’incontinence urinaires et la perte de sensation et d’autres..
      Je veux immigrer au canada pour que je puisse continuer mes études en master et suivre mon cas de santé, et être une perssone rentable dans la société avec mes capacité.

    i have supervisor experience of 1 yr in canada. and currently working in same position so i will get only 50 points as its not in managerial 00 occupation

    but if i get job offer for managerial position would i will be eligible for 200 points?

      i also have the same doubt , i am working as a food service supervisor and i was planning to apply for express entry under CEC category at the end of this month but now i am unable to process my papers becoz of less points . This rule change WILL AFFECT ALL PEOPLE WHO ARE WORKING IN CANADA UNDER TEMPORARY FOREIGN WORKER PROGRAM and its totally disappointing from my point of view…..
      Actually this government is trying to give more priority to international students and that is really appreciated but at the same time people like us who are working under TFWs program should be considered as well.

    I have just returned from Canada , I have been visiting for over 20 years my sister had live there 11 years and is a Canadian citizen, my son is there on a 2 year work visa , I am high up In the British prison service as a manager for 18 years , I would like to look into my 21 year old son and I applying for permanent residency in Canada , can you please advise how I go about it please

      you should have no problem getting a permanent residence as your age,experience will get you to a good competitive level of chances to get invited. just make your profile at the start of 2017 to go for next pool as they increasing Foreign workers to be permanent resident by 22%

      lawyers and doctors are not in the NOC 00 group, so i guess the maximum points the job offer (either LMIa-based or not) would be 50 points..

        you have to go online and fill up your express entry profile, I would say please disclose your position as your own clinic and you work in clinic but that doesn’t specify your position so it depends on your age,position, experience and you get invited to be permanent resident and provide necessary documents.

    In other words, before it was nearly impossible for a international student starting in Canada with a job offer not supported by a LMIA to get the needed points for PR.

    Now it’s only damn very hard. (Unless you are very lucky to get a managerial job straight out of the college, of course.)

      This is not true. Yes, an international graduate may only get up to 50 additional points for their non-LMIa supported job offer; BUT, those people who are still in the pool with a positive LMIA (got 600 points already) may see their CRS points DROP BY 550 points as of Nov 19, 2016!! In EE pool, you are competing with others, so now you will have AS MANY additional advantageous points AS 550 to those overseas workers who doesn’t have Canadian degree!!Won’t your score stand out immediately??

    So is this to say that rather than the 600 points you would have gained you will likely only gain 50 points for any job that isn’t 00?

    In essence this would make it significantly more difficult to qualify for PNP or PR? If anyone has a more thorough understanding of this please adviseP

      I am thinking that it will only be harder if the don’t not lower the point requirement for ITA. Instead of only allowing noc group 00 they should have allowed all of class A and B since the is is where the skilled professions are. If they have no plans on.on lowering the points then this express entry just got 10 times harder even with a job offer and positve lmia

    This is not good news – especially for people who found work and were hired under LMIA approved conditions.

    Basically what the government has decided to do (I think) is to make express entry more equitable so as to not discriminate against applicants who do not have arranged employment. Also by doing this they intend to reduce racketeering where lawyers and other professionals are committing extortion by charging clients a high price for guaranteed employment.

    The result of this point system change is that more people will be encouraged to make applications to the express entry pool while relying on the pool’s “lottery nature” instead of proactively trying to find work.

    Remember that for anyone who plans to live and work in Canada they will still need a LMIA approved work permit if they’re not already a permanent resident. That hasn’t changed.

    The express entry pool will become more saturated than ever before and so people who have created profiles who had the willingness to be proactive about finding work will instead be encouraged to wait and have their number called…

    So an offer letter from an employer(without LMIA) would get us 50 to 200 points, really??
    And would you please elaborate ‘new ways’ of awarding 50 or 200 ponit. What new ways could there be?

      If you apply with spouse on your application, in every each category spouses are reducing points, because at the end, 2 people are becoming permanent residents of this country. That was my case also. I lost so many points because of spouse and I got some for her education only. And I got my love with me 🙂

      Would it happen that the existing score for a candidate will go down with any new changes? Me and my spouse is at 466 now still waiting for an ITA.

      Will the new changes bring more chances to get an ITA or other way ?

    Hi we were in Canada from.2013 Feb to 2014 March…on a work permit and back to INDIA…but the company has again applied for a work permit and hopefully we shud fly to Canada by December 2016 .So can we apply for PR from there..

    I am working in Toronto Ontario under “Intra-company transfe”r work permit. Have valid work permit with same company name. Also in Canada more than 2.5 years on same company and same type of work permit.

    While I came to Canada my company provided me a secondment letter which can be consider as offer letter ?

    what else proof i need to show for job offer for Intra company transfer ?

      I have kind of same situation Sanjay with one exception that I have a full-time paid employment with the same employer for the last 2.5 years (intra company transferee) – had 6 years work experience abroad with the same employer.

      I was in the middle of applying for LMIA but now I got a bit confused, when they say I can apply without LMIA and can still be awarded “points”, I don’t understand how much points though is it the “50” of “600”?

      If the LMIA is no longer awarded 600 points then I guess there’s no point in proceeding with it, your thoughts please?

      yes it will, as long as you apply before the 19th nov. If you come in the draw before that you shall get through else drop in your points by 550… save yourself as soon as posiible

    Dear Sir/Madam,

    I have questions for you. I graduated from Chemical Engineering Ryerson University in the year 2014(5 year studied) and I have my post grad work permit that valid for 3 years( 2014-2017). I have been working for almost 2 years, will the new policy extend the work permit policy for people that graduated from Canada ? What will happen if I get a job offer at the time of my work permit expired? Will the government extend the work permit without LMIA?? or LMIA still needed to get the work permit extension. So far as I know, the maximum work permit that Government willing to give is 3 years.

    I think these lines are confusing to understand about LMIA, whether we need to undergo LMIA process or not.

    “As of November 19, there will be new ways of being awarded either 50 or 200 points without the need to obtain a LMIA (though points will continue to be awarded to individuals with a new or existing LMIA). The new regulations also allow the following individuals to be awarded points for a qualifying job offer:”

    Good Evening,

    I am working as a recruiter for a staffing company in Vaughan, Ontario and completed my 1 year of Canadian Work Experience in the same field. I studied two programs in Ontario college and got my Post Graduation WP valid till 2018 and started this job. I am permanent, full-time employee. My employer can’t provide a LMIA as there are 13 more recruiters in the same team so it’s not possible to justify that why my employer couldn’t hire a Canadian for this job. Because they already have them in the team

    Now the rules are revised and will be effective November 19, 2016 so does this mean that I still need to get a LMIA to get 50 points as my job offer is not a “qualified” offer i.e. without any assessment?I am 447 CRS points as per your CRS calculator.

    I have one year full time experience from India and now 1 year Canadian experience, I have my aunt (father’s elder sister) in Ontario, my wife is a Post Grad in Mathematics in India with 20 months of teaching experience. I have already given my IELTS in Canada and my wife is going to join me soon.

    So how will the new rules benefit us?

      Hey Vikram, if you have completed at least 2 years of study in Canada you will be eligible for 15 more points, if you have 3 years or more study in Canada you will be awarded 30 points automatically. Besides high IELTS score should help you. If you are planning to add your wife to the Express Entry profile too and she has a good score it will help increase your points.

    As far as I know, the total number of marks is 1200 , and 600 marks will be awarded to whoever has a job offer. The recommended new ranking system will assign either 200 or 50 ( depends on the position ) . My question is where the other marks will go ? in order to add up to 1200 ?

    Canada was largely built on the hard work of immigrants coming to Canada. I am in a comfortable financial position but I wonder about why we are seeking so many management people in Canada. Do we not have citizens who can take those jobs? Maybe they need to move to the US where Trump will give them a chance!!!
    And the US citizens looking to move to Canada – it was their democratic system that elected Trump. Maybe they should try to work it out at home before abandoning!

    I have been 5 years sponsoring my wife as a permanent resident and soon as a citizen. She is just a lowly seamstress so I suspect she will be left at the back of the line.
    Everyone should be welcome. We are a strong country because of our diversity, but the rules should be the same for all!!!

    I got graduation 2yrs college and am working in Canada with PGWP untill Feb 2017. And i obtained LMIA and got ITA soon.
    As soon as i submitted profile without LMIA visa, only submitted LMIA positive letter in end of Oct 2016. and now it is still processing. I think it is almost ~.
    But from 19 Nov , if the system is changed how is my case going?
    Anyone plz reply in this case. ..

    What about the individuals who got ITA on November 2nd, 2016? Are they going to be affected by these changes and, thus, having their ITA’s cancelled?
    It states in ITA that docs need to be obtained and application submitted by January 2nd, 2017.

    What counts as a qualifying job offer again? I’m an animator who works on contracts, guess that still doesn’t earn any points, however long the contract is.
    And that 15 points and 30 points for graduating in Canada, do the two stack? Does an international graduate get 30 or 45 points?

    It is so confusing. If the points for valid job offer with LMIA is reducing to either 50 or 200 then the draw will come out of 1200 points or 800 points? And We still need to get LMIA in order to get 50 or 200 points depending on the position.
    International students in Canada are just getting 15 to 30 more points and for 50 more points of job offer they must get LMIA number.
    It would be a major suspense until the new draw doesn’t come out.

    This is completely irresponsible of the government. I mean, I agree this is a good step for increasing competition against foreign workers who have no Canadian experience and get 600 LMIA point etc. But any international student whose employer spend all the time and money to attain LMIA for them and just received it recently is doomed?
    Why didn’t government start doing stuff according to “Job offers issued from today onward”. They did this before when exempting some jobs form CEC, they are doing it now. Time is being wasted for many individuals and they have added costs here and there. People lost their patience and opted for LMIA, after waiting from May when the minister announced changes are coming this Summer then Fall, and now this disappointing change. Why is there gap of 50 and 200. Why not 100 and 200? This is complete ignorance.

    It seems all the post grad work permit holder gets is 30 points for studying here. From what I am reading event if they have a full time job that is not LMIA they will not get the 50 points.

    Why didn’t they do a “offers beginning from this date onwards”? This is not good for all people who waited in the pool for 2 years now and opted to go for LMIA and now their employers have spend time and money for 50 points whereas PNP would have been considered otherwise. People start to adapt to a system and the new should not effect the current files or before 19 Nov job offers.

    There are no points for post graduate work permit holders. I have a two year diploma and 3 years of Canadian experience and my points are still low around 412. These rules only offer me 15 more points for my education although I have been working and living in Canada for almost 6 years now. I don’t think this is fair to post graduate work permit holders.

    How am I going to get an ETA? I calculated my points under this new Beta version of the calculator and it will be 427. I came to Toronto right after high school, then graduated from a Canadian institution from a two year diploma, received a job right after graduation at a bank and then for three years I have been working here expecting the rules to be in favour of my situation. And then this article comes out which does nothing but gives me 15 additional points.

    Le nouveau loi a deminuer la masse des points pour le “LMIA” de 600 points a 50 points pour les cuisiniers .est ce le score d’entre expresse il va rester tres elevee ou il ya une possibilite de le deminuer???

    The sad thing is international students can’t get either 50 or 200 points even though they have a Skilled
    permanent full time job (without LMIA) in Canada. Because they’re all working on open work permit/post graduation work permit. All they can get with the updated new rules is 15 or 30 additional points based up on their type of education in Canada. Post graduate students from colleges could get only 15 points. So sad

    For example if they got 410 points previously, with updated changes they will get 425. Not such a big difference.

    Hi friends,
    I don’t see my express entry profile getting updated with new additional points as stated by IRCC.
    I am on CEC category( 4yr work exp ) and having a valid work permit ( LMIA Exempted and on Intra company transfer NOC-A) .I did update my profile yesterday with job offer as Yes and LMIA not needed . Please let me know if any ones profile is updated.
    can any one help me here on how to get those 50 points added.

        What to Do Next

        If candidates think they are affected by the changes, IRCC instructs that they should:

        Log into their online account and update their Express Entry profile by answering the new questions IRCC has added to the system.
        After a profile is updated, the candidate’s CRS score may be updated.
        IRCC also states that ‘invitation rounds will begin again in the coming weeks. This will give those affected by the changes time to update their Express Entry profile. All CRS scores will be updated before the next invitation round.’

        The instructions state that if candidates do not think they are affected by the changes to the Express Entry system, they do not need to do anything.

        The Importance of Updating Your Profile

        If a candidate does not update his or her profile promptly, he or she may be at risk of missing out on an ITA in a future draw. Almost half of all individuals invited to apply so far in 2016 had a qualifying job offer. Now that job offers are awarded fewer points, candidates in the pool without a job offer may find themselves in a stronger position to receive an ITA.

        Moreover, a provincial nomination is now the single most valuable factor in the Express Entry system. A nomination certificate from a Provincial Nominee Program (PNP) is still awarded 600 points, as was the case before the recent changes to the system were made. Maintaining an updated profile and staying up to date with PNP openings is more important than ever to a candidate’s chances of obtaining an ITA.

        It is important to note that individuals who have already received an ITA, including those who received an ITA in the most recent draw on November 16, 2016, are not affected by the changes that came into force on November 19, 2016. These individuals will see their applications processed according to the conditions in place at the time they received their ITA.

    I am already in the express entry pool, and I was an international student in Canada, haven completed my B.A.SC a few years ago. My profile has still not updated my CRS points for Canadian education though. Is CIC going to automatically update it, or do I have to resubmit my express entry application?

    Any international graduates having trouble receiving additional 15/30 points? before the update was annouanced my score was 444. With the update my UBC degree gives me extra 30 points, which should give me 474. I have updated my education section on Express Entry profile and my points remain to be 444. I even created a brand new EE Profile from scratch only to still receive 444…

    Any one having the same issue? Any resolution?

      I have seen similar problems about updating scores. Although unaffected by the changes of Nov 19, I updated my IELTS result today which should raise my score by 50 points. But the score is not updated so far. So I am thinking the system is probably down for the moment.

        I have updated my profile because I have a LMIA-exempt (NAFTA) job offer for a permanent job I have already held for 2 years, so should receive an additional 50 points. To date my score has not been updated.

        It’s very stressful because you don’t know if it’s a problem with the system or whether you’ve made some sort of error. I have probably opened up and double checked my answers 15 times since Nov 19.

        It has been a frustrating year. I’m a senior engineer from the US but haven’t qualified under this system.

    I haven’t got any for that. I have only 98 points for my 2 years diploma. I believe there are 15 more points you get for you education in Canada as per the new rules.

    I am working in BC for past one year and I have submitted my profile for getting the PR.

    I have only 444 points .

    I am working here as an Intra Company Transfer and my base company is Wipro Technologies (In India)

    Am i eligible for the 50 points extra as per the below question, can I give yes to this? Also if i can give yes what is the documents i need to submit if I get ITA

    Do you have a valid job offer supported by a Labour Market Impact Assessment (if needed)?

    Currently I am on a post graduation work permit in AB and recently got AINP. I got approved for work permit extension under Canadian provincial and territorial agreement. I was hoping to know, receiving a closed work permit under Canadian provincial territorial agreement with lmia exemption t13 would allow me to get extra points as oppose to an lmia holder? Please advise!

    I have been working with my current employer for past 3 years under NOC 2171 and my employer offered me to work in Canada under ICT (Intra company transfer) for the same NOC job code, will I get additional 50 points immediately or I need to complete one year of experience in Canada as intra company transferee and then would claim the points, Please clarify.

    I’m in the process to create an Express entry Profile. I’m having problem selecting my NOC. I was trained as a School Teacher and taught in School in England for 2 years. Then I taught for 6 years in a Sixth Form College teaching A Level students in England. Then last 3 years I worked as Lectuer in Higher Education institution. So what NOC I should select? NOC 4031 Secondary School Teacher, NOC 4021 College and Vocational Instructors or 4011 NOC Lecturer and University professor? Please comment on this what I should select NOC?

    As number of years of experience get more points. My recent job as Lecturer will give me around 3 years of experience in December 2017, whereas my teaching experience of NOC4031 gives me more years. Please recommend me what I should do?

According to my CRS I have obtained 468 score in express entry and recently received an invitation for PR. My question is, will the government will check my previous file while I applied for student permit ? Will they cross verify information in that file ? I really need an answer for my question.
