Canada opens intake for direct-to-PR pathway for francophone international students
Canada has opened the door to a direct to permanent residence (PR) pathway for French-speaking international students.
As of August 26, 2026, Canada is accepting study permit applications from eligible foreign nationals from 33 countries under the aegis of the Francophone Minority Community Student Pilot (FMCSP), which applies to 17 participating post-secondary institutions across Canada.

Those who are accepted and proceed to graduate through the FMCSP will be guaranteed the opportunity to apply directly for Canadian PR.
The FMCSP is the only program in Canada that offers incoming international students a guaranteed opportunity to apply for Canadian PR after they graduate.
Graduates of the FMCSP can skip the PR cage match, which is required of other international student graduates who compete for the opportunity to submit a PR application by vying for one of a limited number of annual invitations, awarded at the discretion of the federal or provincial governments.
In the current intake for the FMCSP, up to 2,970 study permit applications will be accepted, with intake running until August 25, 2027, or until the cap is reached.
To obtain PR through the FMCSP, individuals must first obtain an FMCSP-specific study permit, and upon graduation from a participating institution, they are able to apply for PR directly if they meet the required criteria.
French-speaking citizens of the following 33 countries are eligible for an FMCSP study permit:

- Burkina Faso.
- Burundi.
- Cabo Verde.
- Cameroon.
- Central African Republic.
- Chad.
- Comoros.
- Côte d'Ivoire.
- Democratic Republic of the Congo.
- Dominica.
- Republic of the Congo.
- Djibouti.
- Egypt.
- Equatorial Guinea.
- Gabon.
- Guinea.
- Guinea-Bissau.
- Haïti.
- Lebanon.
- Madagascar.
- Mali.
- Mauritania.
- Mauritius.
- Morocco.
- Niger.
- Rwanda.
- Saint Lucia.
- São Tomé and Príncipe.
- Senegal.
- Seychelles.
- Togo.
- Tunisia.
Eligibility for an FMCSP study permit requires enrolment in a full-time post-secondary program lasting a minimum of two years, with at least 50% of instruction in French and a diploma or degree awarded upon completion.
At NCLC 5, the FMCSP’s minimum French-language requirement is lower than the NCLC 7 threshold used for French-language Express Entry draws.
An FMCSP study permit application must be made from outside Canada and supported by a letter of acceptance from an eligible post-secondary institution stating that the student is applying under the pilot.
Students must also show that they have enough money to cover tuition and living expenses for themselves and any accompanying family members. The required amount varies based on the size of the community where the institution’s main campus is located.

In most cases, eligible foreign nationals must apply online via their IRCC Secure Account, though applying through a local visa office is permitted in select circumstances.
Successful applicants receive a port of entry (POE) letter, which they can show to officials upon arriving in Canada to begin their studies.
After graduation, international student graduates who have earned an eligible degree or diploma under an FMCSP study permit may apply for PR, provided they reside in Canada (outside Quebec) and have valid temporary resident status.
FMCSP applicants may apply for a dedicated pilot-specific work permit that allows them to work outside Quebec while awaiting a decision on their PR application.
Background on the FMCSP
Canada launched the FMCSP on August 26, 2024, to make the International Student Program more accessible to French-speaking students from regions that have traditionally recorded lower study permit approval rates.
During its first year, the pilot had a study permit cap of 2,300; the cap was raised to 2,970 for the pilot’s second year.
Originally scheduled to close on August 25, 2026, the FMCSP was extended for an additional year this past July, with a cap of 2,970 for the year.
The FMCSP’s extension is part of the federal government’s broader effort to increase francophone immigration outside Quebec to 12% by 2029.
By July 6, 2026, 515 students and 150 accompanying family members had entered Canada under the FMCSP, with the first cohort eligible to graduate and apply for PR as early as 2027.
