Newfoundland and Labrador invites 62 workers to pursue provincial immigration

On September 18, Newfoundland and Labrador’s Office of Immigration (OIM) issued 62 invitations for provincial immigration.

Of these, 61 were issued through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), and one through the Atlantic Immigration Program (AIP).

Invited candidates have 60 days to respond with a complete application for nomination (NLPNP) or endorsement (AIP); successful applicants may then apply to the federal government for Canadian permanent residence (PR).

As of June 9, 2026, nominees applying for PR through a base PNP pathway can apply for a Bridging Open Work Permit (BOWP) months sooner under a temporary federal measure exempting them from the need to have received the Acknowledgement of Receipt (AOR) for their PR application.

Should the applicant’s current work permit expire before the BOWP application is processed, they can benefit from maintained status and continue working under the conditions of the expired permit, provided they remain in Canada.

AIP applicants cannot obtain a BOWP; instead, those endorsed for PR may qualify for a two-year employer-specific work permit tied to the AIP.

A look at Newfoundland and Labrador’s 2026 draws

Newfoundland and Labrador has issued invitations through both provincial immigration programs in most of its 2026 draws, with just three rounds confined to the NLPNP.

Among draws that included AIP invitations, the latest round recorded the lowest total since the province transitioned to an Expression of Interest (EOI) model in February 2025.

Newfoundland and Labrador’s OIM does not disclose the specific NLPNP streams candidates are invited under, or specify which sectors or occupations candidates invited under either program are employed in.

As of September 18, Newfoundland and Labrador has sent out a total of 2,654 invitations across both its provincial immigration programs, including 2,259 through the NLPNP and 395 through the AIP.

Following the latest draw, Newfoundland and Labrador has conducted 15 selection rounds in 2026 to date.

Newfoundland and Labrador’s skilled worker selection process

To be selected by the province and have the opportunity to apply to the federal government for PR, a foreign national must:

• Meet the eligibility requirements of the applicable pathway;
  • A job offer is required under both the NLPNP and AIP, except for NLPNP entrepreneur streams.
• Enter the province’s candidate pool by creating and submitting an EOI profile;
  • EOIs remain active in the pool for 12 months, after which they expire.
• *Be selected in a draw and invited to apply if aligned with the province’s priorities;
• File a complete application for nomination under the NLPNP or endorsement under the AIP within 60 days; and
  • NLPNP applications are submitted by candidates, while AIP endorsement applications are submitted by employers.
• Obtain a nomination or endorsement certificate from the province, which allows the foreign national to proceed with a federal PR application.

*The province outlines the factors that may influence its selection priorities on its official “Expression of Interest Model (EOI) Prioritization Criteria” web page, which includes (but is not limited to) employment outside major urban centres, employment in health care, and completion of studies at a Newfoundland and Labrador post-secondary institution.

This year, the province has been allotted 2,854 spaces across its provincial immigration programs, of which 2,379 are allocated to the NLPNP and 475 to the AIP.

The federal allocation refers to the number of nomination or endorsement certificates the province is permitted to issue in a given year and is separate from the sending out of provincial invitations, which may take place months prior.
