Newfoundland and Labrador selects 41 workers for provincial immigration

On Sept. 25, Newfoundland and Labrador invited 41 workers to advance toward Canadian permanent residence (PR).

Foreign workers who were selected can respond by submitting applications for provincial nomination.

Once nominated by the province, they can apply to the federal government for PR as provincial nominees.

In-Canada nominees may be eligible to apply for a Bridging Open Work Permit (BOWP) after submitting their PR applications.

Since June 9, 2026, base PNP nominees who’ve submitted a PR application have been able to apply for a BOWP without first receiving an Acknowledgement of Receipt (AOR) for their PR file, under a temporary federal measure.

This latest draw represents Newfoundland and Labrador’s 16th provincial immigration selection round of the year.

No Atlantic Immigration Program (AIP) candidates were invited in this round, marking the fourth such draw of 2026 and continuing a pattern that emerged later in the year.

As in earlier rounds, the province did not disclose the NLPNP streams represented among invited candidates or the sectors or occupations in which they worked.

As of Sept. 25, Newfoundland and Labrador’s Office of Immigration and Multiculturalism (OIM) has sent out 2,695 provincial immigration invitations. Of these, 2,300 went to NLPNP candidates and 395 went to AIP candidates.

Overview of Newfoundland and Labrador’s candidate selection process

To be selected by the province and have the chance to apply for PR through the federal government, a foreign national must:

Meet the eligibility criteria of the AIP or at least one NLPNP stream;
Submit an Expression of Interest (EOI) profile and enter the candidate pool;
Be selected in an upcoming draw and receive an invitation to apply, based on the *province’s selection priorities;
Submit a complete nomination application (NLPNP) or endorsement application (AIP) within the 60-day deadline; and
Receive a nomination or endorsement certificate from the province following approval.

With a certificate in hand, the foreign national can then apply to the federal government for PR.

*The province uses a range of factors to guide its selection priorities—available for viewing on its “Expression of Interest Model (EOI) Prioritization Criteria" web page—including employment in health care, employment outside major urban centres, and completion of studies at an in-province post-secondary institution.

For 2026, the province has 2,854 spaces available across the NLPNP and AIP, with 2,379 allocated to the NLPNP and 475 to the AIP.

The federal allocation refers to the number of nominations and endorsements available, which is distinct from the number of invitations issued through provincial draws.
