Newfoundland and Labrador selected 75 foreign workers across two provincial immigration draws on Nov. 2 and Nov. 4, providing them with an opportunity to pursue Canadian permanent residence (PR).
The province issued 74 invitations under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and one invitation under the Atlantic Immigration Program (AIP).

Those who received an invitation have 30 days to respond with a complete application for nomination (NLPNP) or endorsement (AIP); if approved, they can apply to the federal government for PR.
In-Canada nominees can also apply for a Bridging Open Work Permit (BOWP) following the submission of their PR application.
AIP-endorsed candidates are not eligible for a BOWP but may instead qualify for an employer-specific work permit valid for up to two years.
Below is a look at how invitations were distributed in Newfoundland and Labrador’s two most recent draws:
| Date of draw | Invitations issued: NLPNP | Invitations issued: AIP |
|---|---|---|
| Nov. 4 | 24 | 1 |
| Nov. 2 | 50 | N/A |
With the Nov. 4 selection, Newfoundland and Labrador has now held four draws in 2026 that included only one AIP invitation.
Here’s how Newfoundland and Labrador’s Nov. 2 and Nov. 4 draws compare to previous rounds held in 2026:
| Date of draw | Invitations issued: NLPNP | Invitations issued: AIP |

| March 30 | 209 | 36 |

While most of Newfoundland and Labrador’s 22 draws this year included candidates under both programs, six rounds resulted in invitations being issued solely through the NLPNP.
As of Nov. 4, Newfoundland and Labrador has issued a total of 3,232 invitations over the course of 2026.
Of these, 2,824 have gone to NLPNP candidates and 408 to AIP candidates.
How Newfoundland and Labrador selects candidates for provincial immigration
Newfoundland and Labrador manages intake for both the NLPNP and the AIP through an Expression of Interest (EOI) system.
Candidates eligible for the AIP or a qualifying NLPNP stream can submit an EOI profile, which is then entered into the applicable candidate pool, and reviewed by the province.
A job offer is required for consideration under both programs.
Periodically, Newfoundland and Labrador will hold a provincial immigration draw and invite selected candidates to submit an application for nomination (NLPNP) or endorsement (AIP).
As of the time of writing, a temporary measure is in place requiring candidates to respond to their invitations within 30 days, rather than the usual 60 days.
A successful application results in a nomination or endorsement certificate, allowing the candidate to seek PR from Immigration, Refugees and Citizenship Canada.
Invitations are guided by provincial priorities, including employment in the health sector, work outside major urban centres, and graduation from a local post-secondary institution.
The province maintains a more expansive list of its priorities on its Expression of Interest Model (EOI) Prioritization Criteria web page.
