Altona/ Rhineland in Manitoba announces priority sectors and designated employers for rural pathway to permanent residence

The community of Altona/ Rhineland has revealed its list of priority sectors, occupations and designated employers for the Rural Community Immigration Pilot (RCIP).

The Altona/Rhineland RCIP covers the Town of Altona, and the Municipality of Rhineland, both located in southern Manitoba.

The RCIP is an employer-focused pilot, which means that foreign nationals can apply for Canadian permanent residency (PR) if they have a community-endorsed job offer from a designated employer.

What’s the significance of priority sectors and designated employers for the RCIP?

The Rural Community Immigration Pilot (RCIP) is an employer-driven pathway, meaning foreign nationals must secure an eligible job offer to be considered for PR through the program.

To be eligible, the offer must come from a designated employer, a business that has been approved by an economic development organization within one of the participating communities.

Only employers within the community’s identified priority sectors can receive this designation. The job offer occupation must also align with the list of priority occupations within the community.

Once designated, employers are permitted to submit jobs for endorsement by the local economic development organization.

Once an eligible foreign national has an endorsed job offer in hand, they can apply directly to the federal government for permanent residency directly under the RCIP.

There are 14 communities participating in the pilot in total, with most having already announced their priority sectors and designated employers, as of July 2025.
