Newfoundland and Labrador invites 36 foreign nationals to apply for provincial nomination

On September 10, the Newfoundland and Labrador Office of Immigration and Multiculturalism (OIM) issued 36 invitations to apply for provincial nomination.

The invitations, issued through the Newfoundland and Labrador Provincial Nominee Program (NLPNP), open the door for selected candidates to advance toward Canadian permanent residence (PR) as provincial nominees.

As of June 9, 2026, nominees applying for permanent residence through the base PNP can use a faster process to apply for Bridging Open Work Permits (BOWPs). The federal temporary measure allows a base PNP applicant to qualify for a BOWP before receiving the Acknowledgement of Receipt (AOR) for their PR application.

Applicants for BOWPs who remain in Canada can be authorized to work through maintained status, in the event that their current work permit expires while their BOWP application is being processed.

Candidates who were invited in Newfoundland and Labrador’s latest draw have up to 60 days to respond by applying for provincial nomination.

This selection round marked the third time since Newfoundland and Labrador adopted an Expression of Interest (EOI) model in February 2025 that no Atlantic Immigration Program (AIP) invitations were issued.

As of September 10, 2026, Newfoundland and Labrador has issued 2,592 invitations across its two provincial immigration programs, including 2,198 through the NLPNP and 394 through the AIP.

The province’s OIM does not disclose the specific NLPNP streams under which candidates are invited or the sectors in which they are employed.

Permanent residence through the NLPNP

Foreign nationals seeking PR through the NLPNP must first submit an Expression of Interest (EOI) through Newfoundland and Labrador’s Immigration Accelerator Portal.

The EOI collects information about a candidate’s education, work experience, language proficiency, and intentions to settle in the province. A qualifying job offer is required under all worker streams.

The province’s OIM reviews submitted EOIs and periodically selects candidates based on its current immigration priorities.

Selection may favour candidates working in healthcare, those employed outside major urban centres, French-speaking candidates, and graduates of Newfoundland and Labrador post-secondary institutions.

Federal approval results in the issuance of a Confirmation of Permanent Residence (COPR).

EOIs remain in the pool for 12 months. If a profile expires without an invitation, the candidate must submit a new one to be considered in later rounds.
