Newfoundland and Labrador selects 257 workers for provincial immigration
Newfoundland and Labrador’s Office of Immigration and Culturalism (OIM) held two draws on Oct. 9 and Oct. 16, issuing a combined 257 provincial immigration invitations.
Of these, 255 were issued through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and two through the Atlantic Immigration Program (AIP).
Schedule a Free Work Permit Consultation
After receiving an invitation, a candidate has up to 60 days to submit a complete application to the province for nomination through the NLPNP or endorsement through the AIP.
Once nominated or endorsed by the province, the worker may apply to the federal government for permanent residence (PR).
As of the time of writing, a nominee in Canada applying through the base PNP can apply for a bridging open work permit without first having receiving the Acknowledgement of Receipt (AOR) for their PR application, under a temporary federal measure that came into effect on June 9, 2026.
Those endorsed under the AIP may qualify for an employer-specific work permit valid for up to two years.

How Newfoundland and Labrador’s selection process works
Foreign nationals interested in immigrating to Newfoundland and Labrador through the NLPNP or AIP must:
- Meet the eligibility criteria for the AIP or an NLPNP stream;
- Submit an Expression of Interest (EOI) profile;
- Receive an invitation to apply through an upcoming draw;
- Apply for nomination or endorsement within 60 days of being invited; and
- Receive a provincial nomination or endorsement certificate following approval.
Those who successfully obtain a nomination or endorsement certificate can then submit an application for PR to the federal government.
Invitations are determined by provincial selection priorities, which include factors such as employment in health care, employment in areas outside major urban centres, and graduation from a Newfoundland and Labrador post-secondary institution.
Further details can be found on the province’s Expression of Interest Model (EOI) Prioritization Criteria web page.
