Ontario, British Columbia and Manitoba have issued invitations to apply to candidates through their most recent rounds of provincial nominee program (PNP) draws.

The majority Canadian provinces and territories, except for Quebec and Nunavut, operate individual PNPs.  Being nominated by a province means that the provincial government is interested in having a candidate settle in the province based on their skills, language ability, education or work experience. Receiving a provincial nomination can be advantageous for gaining permanent residence.

There are 105,000 PR admissions per year under the PNP.  The federal and provincial governments worked together to establish the program in 1998 and  consider it a core part economic development outside of Canada's

urban centers.
