Planning to leave the US? You may already be a Canadian citizen by descent

In June, Gallup found that 33% of Americans are “extremely proud” to be American. That’s the lowest share since Gallup began asking in 2001.

Some of those Americans are weighing an exit. If you’re one of them, you’ve likely looked at visas in Lisbon or residency in Mexico. Each comes with a catch. Portugal now asks Americans for 10 years of residence before citizenship, and Mexico grants residency only.

For millions of Americans with a Canadian ancestor, a simpler option sits much closer to home. Canadian citizenship may already be theirs.

How a law change might have deemed you Canadian overnight

On December 15, 2025, Bill C-3 took effect. The law removed the first-generation limit, a rule that stopped citizenship by descent after one generation born abroad.

Anyone born before that date with an unbroken line to a Canadian ancestor is likely already a Canadian citizen. The number of generations between you and that ancestor doesn’t matter.

For many Americans with a Canadian ancestor, this is the simplest, most direct shot at a second passport. There’s no need to move, no investment, no test, and no years of residence. Under the law, they may already be citizens. They need to prove it.

To prove it, you apply for a citizenship certificate, the document that confirms your status.

Once you hold your certificate, you can apply for a Canadian passport. Canada and the US both allow dual citizenship, so you keep your American passport.

Note: Canadian immigration law defines a permanent resident as someone who isn’t a citizen, so citizens can’t apply for that status. Immigration, Refugees and Citizenship Canada (IRCC) also says Canadian citizens, including dual citizens, can’t apply for a visa.

How Canadian citizenship by descent compares with other exit plans

Americans planning a life abroad tend to weigh the same few routes. Each one asks you for something you may not have: years, money, or an ancestor born in the right place.

Portugal: Since May 19, 2026, Americans need 10 years of legal residence before applying for Portuguese citizenship. Applicants must also show knowledge of Portuguese culture, history and politics. The golden visa, a residence permit for investors, typically requires a qualifying investment or donation of US$280,000 to US$560,000.

Italy: A 2025 law narrowed citizenship by descent for people born abroad who hold another citizenship. Your Italian parent or grandparent must hold, or have held at death, only Italian citizenship. A grandfather from Naples who became a US citizen can no longer pass on a claim. A second route needs an Italian-citizen parent who lived in Italy for two straight years before your birth. Since a January 2026 law, each consulate accepts a capped number of applications per year.

Ireland: A claim through the Foreign Births Register needs an Irish-born grandparent. Ireland’s government puts processing at about 12 months. Note that a great-grandparent or earlier Irish ancestor does not qualify you for this route.

Mexico: Temporary residency can require about US$78,000 in savings at some consulates, or a steady monthly income. The visa grants residency only.

Canada’s standard route: Express Entry ranks skilled workers on language, work experience, and education. From November 3, 2026, IRCC will give extra points for Canadian work experience or a job offer in a high-wage occupation. Permanent residents then need 1,095 days in Canada within five years. They also face a language test, a citizenship test, and an oath.

Citizenship by descent asks for proof, not residence or an investment. You’ll need birth, marriage and other records linking each generation to your Canadian ancestor, and IRCC reviews every claim.

What does Canadian citizenship give you?

A Canadian citizen can live, work, and study anywhere in Canada without a permit. The status has no renewal date, and it holds while you live in the US.

Canada’s three largest cities all sit within two hours’ drive of the US border. Your exit plan could mean a weekend drive home instead of a transatlantic flight.

The political climate differs too. Trust in Washington has fallen: an NBC News poll in June found 52% of adults have little or no confidence in the federal government. In the same poll, 58% said America’s best years are behind it, and 78% said the American Dream is harder to reach than it was a generation ago.

V-Dem, a Swedish research institute, scores how far each country splits into hostile political camps. In its 2025 data, the US scored 2.30, among the 20 most polarized of 175 countries. Canada scored −0.40, below the global average.

Your citizenship can also pass to your family. Children born before December 15, 2025 inherit through the same line. Children born abroad after that date face an added test. Their Canadian parent, if born abroad, must have spent 1,095 days in Canada before the birth.

Citizenship on its own creates no Canadian tax filing while you live in the US. Canada taxes people based on where they live, and you keep filing with the IRS as you do now.

How can you start?

Many eligible families trace their line to a few regions. Between 1840 and 1930, close to 900,000 French-speaking Canadians left Quebec for New England mill towns. Families in Michigan, Minnesota, Wisconsin, and Louisiana show up among the hotspots as well.

Your surname can point you in the right direction. Names like Tremblay, Ouellet and Roy skew toward Canadian roots. So can family stories about a great-grandparent from Quebec or a cousin in Ontario. IRCC decides each claim based on documents.

Timing matters for a backup plan. IRCC currently estimates 34 months to process a new certificate application. If you apply this fall, your proof could arrive in the late summer of 2029.

Your citizenship may already exist today. The certificate that proves it, and the passport that follows, take time to reach your hands.
